【摘要】:东北三省经历新中国成立初期的大力发展,具有较强的产业基础,但随着改革开放的不断深入,东北三省的产业升级问题制约经济发展的矛盾日益明显。在2003年,我国出台了关于振兴东北三省等老工业基地的文件,为东北三省的产业发展提供了良好的契机,但是经过十余年的发展,成果并不明显。国务院在2016年又出台《关于深入推进实施新一轮东北振兴战略加快推动东北三省经济企稳向好若干重要举措的意见》,其中提到加快传统产业转型升级、支持资源枯竭产业衰退地区转型、大力培育经济发展新动能、加强创新载体和平台建设、加快补齐基础设施短板等。所以东北三省产业发展仍然是我国急迫需要解决的重要战略问题。高技术产业属于技术密集程度高的产业,具有高渗透性、高投入性、高收益性和高风险性。高技术产业在东北三省经济发展中具有重要地位,能够推动经济增长、不断优化产业结构,同时发展高技术产业,对传统制造业具有带动作用,能够提高传统制造业的竞争力。正是由于高技术产业在东北三省产业发展过程中具有重要的地位和作用,因此东北三省的高技术产业的快速发展是东北振兴的必要选择。东北三省产业升级是迫切需要解决的问题。产业升级不仅是技术经济现象,还是社会发展过程,是产业立足于自身要素禀赋的优势基础上,逐渐适应环境变化,在社会技术进步的推动下自我发展能力的培育、沉积和激发的过程,又是转化要素禀赋、强化竞争力、优化产业结构的动态过程。简单说,产业升级的实质就是为了获得和保持竞争优势,而不断提高本产业生产效率和竞争力的过程。本文以东北三省高技术产业升级为研究对象,立足于国内外现有文献,集中梳理东北三省高技术产业通过全要素生产率增长促进产业升级的影响机制。本文首先采用DEA-Malquist指数方法对东北三省高技术产业全要素生产率增长进行测算和分解,然后构建产业升级能力指标体系,利用熵值法对产业升级能力进行评价,最后选用随机效应模型考察了全要素生产率增长对产业升级能力以及产业升级投入、产出能力的影响。本文得出如下结论:(1)东北三省高技术产业2000-2014年间的全要素生产率呈现增长趋势,这是由于技术进步和技术效率共同推动的结果;(2)东北三省高技术产业升级能力、产业升级投入能力、产业升级产出能力总体呈现增长趋势,其中产业升级能力的增长主要依靠产业升级投入能力的增长;(3)东北三省高技术产业的全要素生产率对产业升级能力有促进作用,同时对产业升级投入能力和产业升级产出能力均呈现正向影响。
[Abstract]:The three Northeast provinces experienced the vigorous development in the early stage of the founding of New China, and have a strong industrial foundation, but with the deepening of reform and opening up. In 2003, China issued documents on revitalizing the old industrial bases in the three Northeast provinces. It provides a good opportunity for the industrial development of the three Northeast provinces, but after more than ten years of development. In 2016, the State Council issued "opinions on further promoting the implementation of a new round of northeast revitalization strategy to accelerate the promotion of economic stability in the three Northeast provinces to improve a number of important measures". Among them, we should speed up the transformation and upgrade of traditional industries, support the transformation of recessionary areas of resource-exhausted industries, vigorously cultivate new momentum of economic development, and strengthen the construction of innovation carriers and platforms. Therefore, the industrial development of the three Northeast provinces is still an urgent need to solve the important strategic issues. High-tech industries are highly technology-intensive industries, with high permeability. High investment, high profitability and high risk. High-tech industry plays an important role in the economic development of the three Northeast provinces, can promote economic growth, constantly optimize the industrial structure, while developing high-tech industries. It is precisely because the high-tech industry plays an important role in the process of industrial development in the three provinces of Northeast China that it can promote the competitiveness of the traditional manufacturing industry and improve the competitiveness of the traditional manufacturing industry. Therefore, the rapid development of high-tech industries in the three Northeast provinces is the necessary choice for the revitalization of the Northeast. The industrial upgrading of the three Northeast provinces is an urgent problem to be solved. Industrial upgrading is not only a technological and economic phenomenon, but also a process of social development. Industry is based on the advantages of its own factor endowment, gradually adapt to environmental changes, under the promotion of social and technological progress, self-development ability cultivation, deposition and stimulation process, but also the transformation of factor endowment. Strengthen competitiveness, optimize the dynamic process of industrial structure. In short, the essence of industrial upgrading is to obtain and maintain competitive advantage. The process of continuously improving the production efficiency and competitiveness of the industry. This paper takes the upgrading of high-tech industries in the three provinces of Northeast China as the research object, based on the existing literature at home and abroad. This paper focuses on the mechanism of promoting the upgrading of high-tech industries in three northeast provinces through the growth of total factor productivity. Firstly, this paper uses DEA-Malquist index method to analyze the total factors of high-tech industries in three provinces of northeast china. Productivity growth is measured and decomposed. Then the index system of industrial upgrading ability is constructed, and the evaluation of industrial upgrading ability is carried out by using entropy method. Finally, the stochastic effect model is selected to investigate the impact of total factor productivity growth on industrial upgrading ability and investment in industrial upgrading. This paper draws the following conclusion: (1) the total factor productivity (TFP) of the high-tech industries in the three provinces of Northeast China showed an increasing trend from 2000 to 2014. This is the result of a combination of technological progress and technological efficiency; (2) the upgrading ability of high-tech industry, the input ability of industrial upgrading and the output ability of industrial upgrading in the three provinces of Northeast China show an overall increasing trend, among which the growth of industrial upgrading ability mainly depends on the growth of industrial upgrading input ability; 3) the total factor productivity (TFP) of the high-tech industries in the three provinces of Northeast China has a positive effect on the industrial upgrading capacity, as well as on the input and output capacity of the industrial upgrading.
