武城经济开发区管理体制建设研究

【摘要】：改革开放以来,为发展经济,我国逐步兴建了一批开发区。这些开发区在拉动经济增长、行政管理体制改革以及增加社会就业方面发挥了巨大的作用。但是随着我国对外开放的逐步深入,我国各地为发展经济纷纷出台相关的优惠政策。相比较其他地区来说,开发区原有的特殊优惠政策优势渐渐消减,其原来的制度优势逐步弱化甚至消失。在这种形势下,如何继续保持开发区的竞争力,将是我们面临的一个新问题；除此之外,由于开发区的人口增多等原因,开发区政府需要承担的非经济事务大大增加,功能也由原来的单一的经济功能转化为经济、政治、社会等综合性功能并存,原有的那种开发区管理体制已不能适应开发区的发展,亟需在管理体制上做出改变。武城经济开发区成立于1998年,2006年由省政府批文升级为省级经济开发区,经过几年的发展,开发区人口、机构等不断扩容,开发区需要承担的社会事务增多,原有的简单的“小政府、大社会”的管理模式已不能满足开发区发展的需要,转变武城经济开发区现有的管理体制成为一个亟需解决的问题。本文采用文献、理论、归纳、对比等研究方法,运用公共管理、行政管理等相关基本理论,结合武城经济开发区自身实际,在借鉴其他发达地区经济开发区管理经验的基础上,分析总结武城经济开发区管理模式现状、存在的问题,并针对存在问题提出相应对策建议。该研究有利于完善开发区管理体制及职能转变的相关基础理论,进一步丰富当代中国公共管理理论。同时,该论文的研究可以为武城县政府的有关部门制定经济发展政策提供理论参考；而且对于发挥武城县的比较优势、提升武城县整体竞争力具有重要的积极作用,更具有现实意义。同时,作者通过对武城经济开发区管理体制的研究,从工作实际出发,提出的一些发展建议,不仅为武城县管理体制改革和转变开发区管理职能提供借鉴,对我国其他开发区尤其是省级开发区也能起到很好的借鉴作用,具有重要的意义。本文的创新点在于一是重视实践分析；二是注重理论与实践相结合,将管理理论与具体实践相结合。
[Abstract]:Since the reform and opening up, economic development, China has gradually built a number of development zones. These zones in the economic growth, plays an important role in the reform of the administrative system and increase social employment. But with the deepening of the open policy, our country economic development have introduced the relevant preferential policies. Compared to other regions, the Development Zone original special preferential policy advantages gradually abate, the original system advantage gradually weakened and even disappeared. In this situation, how to maintain the competitiveness of the Development Zone, is a new problem we face; in addition, due to the increase of population and Development Zone, development the district government to undertake non economic affairs greatly increased, functions also changed from the original single economic function for the economic, political, social and other integrated functions coexist, the original kind of The management system of the development zone can not adapt to the development of the Development Zone, and it is urgent to make a change in the management system.
Wucheng economic development zone was established in 1998 2006 by the provincial government for approval to upgrade the provincial Economic Development Zone, after several years of development, the development of population, institutions continued expansion, development zone to undertake social affairs increased, the original simple "small government, big society" management model has been unable to meet the needs of development zone the development of a problem to be solved into the existing management system transformation of Wucheng economic development zone.
This article uses the literature, theory, induction, comparative research methods, the use of public management, administrative management and other related basic theory, combined with their own actual Wucheng Economic Development Zone, Economic Development Zone on the basis of management experience of other developed areas, analyze the current situation of the management mode of the economic development zone of Wucheng, existing problems, and puts forward the corresponding countermeasures suggestions for the problems. This research is helpful to perfect the relevant basic theory of transformation of development zone management system and its functions, to further enrich the contemporary Chinese public management theory. At the same time, the research of this paper can be thought of government departments Wucheng provide theoretical reference for formulating economic development policies; and to play the comparative advantages of Wucheng County, has a positive effect important to enhance the overall competitiveness of Wucheng County, has more practical significance.
At the same time, the author through the research on the management system of Wucheng Economic Development Zone, starting from the practice, some suggestions for the development, not only to provide a reference for the reform of the management system and the transformation of Wucheng County Development Zone Management functions, the development of other areas in China especially the Provincial Development Zone can also play a very good reference, is important the meaning of.
The innovation of this article is that one is to attach importance to practice analysis, and two is to combine theory with practice and combine management theory with concrete practice.
