【摘要】：经过改革开放30多年的大力建设,新疆经济发展已经取得了巨大的成就。然而,在新疆经济取得大发展、大成就的过程中,也遇到了不少困难和一些令人忧虑的问题,主要表现在:经济结构失衡、南北疆差距扩大、社会矛盾突出、竞争力不足等方面。究其原因,新疆经济结构不合理是重要障碍因素之一,经济结构的失衡已经在一定程度上抑制了新疆经济增长的活力,阻碍了生产力的进一步发展,导致人民生活水平与内地发达地区相比差距进一步拉大。因此,本文分别从供给和需求的角度对经济结构变迁影响经济增长的过程进行分析,并使用因子分析法来评价新疆经济结构变迁促进经济增长的过程,从而准确认识和评析新疆经济结构变迁对新疆经济增长的影响,为政府制定经济政策、优化地区经济结构和推动经济发展,提供理论依据和路径选择。本文的主要结论:改革开放以来,新疆经济结构总体上呈现出不断优化的趋势,但仍存在以下不足:第一,从经济结构的质量来看,其水平依然相对落后,经济增长表现出数量型和投资拉动的特征。第二,供给结构中,第一产业比重仍然较大,第二产业大而不强,第三产业发展乏力,供给结构高级化的作用需进一步释放;此外,各产业要素投入与产出结构之间存在较为明显的不均衡,供给结构不合理的现象应加以关注。第三,需求结构中,仍然以投资需求为主导,消费需求对经济增长的贡献有限,且净出口需求的贡献长期为负值,需求结构不合理的问题突出。本文结合以上发现,分别从供给、需求和创新支持的角度提出调整经济结构、促进经济增长的优化路径。本文的创新点体现在:第一,本文从经济结构变迁的角度阐释经济增长理论,突破以往学者主要从供给结构角度分析其对经济增长的影响,而是同时注重对供给结构与需求结构的探究,分析新疆经济结构变迁对经济增长的影响,丰富了经济增长理论研究的内涵;第二,本文在估算新疆三次产业资本存量的基础上,借鉴前人的研究成果,分别构建供给和需求结构变迁促进经济增长的模型,分析新疆经济结构变迁对经济增长的影响,使其研究更深入全面;第三,本文尝试运用因子分析法,通过构建新疆经济结构变迁促进经济增长的指标体系,评价自1978年以来新疆经济结构变迁促进经济增长的过程。本文通过以上创新,寻找适合新疆经济增长的经济结构特征,探索新疆经济结构的优化路径,以期对经济欠发达地区优化经济结构,促进经济增长,具有普适指导意义。
[Abstract]:After more than 30 years of reform and opening up, Xinjiang's economic development has made great achievements. However, in the process of Xinjiang's economic development, great achievements have been made. Also encountered a lot of difficulties and some worrying problems, mainly in: economic structure imbalance, the widening gap between the north and south Xinjiang, prominent social contradictions, insufficient competitiveness and other aspects. The unreasonable economic structure of Xinjiang is one of the important obstacles. The imbalance of economic structure has restrained the vitality of Xinjiang's economic growth to a certain extent and hindered the further development of productive forces. As a result, the gap between the living standards of the people and the developed areas in the interior is further widened. Therefore, this paper analyzes the process of economic structural changes that affect economic growth from the point of view of supply and demand. Factor analysis method is used to evaluate the process of economic structure changes to promote economic growth in Xinjiang, so as to accurately understand and evaluate the impact of Xinjiang economic structure changes on economic growth in Xinjiang, and formulate economic policies for the government. Optimize the regional economic structure and promote economic development, provide theoretical basis and path choice. The main conclusion of this paper: since the reform and opening up, Xinjiang's economic structure has shown a trend of continuous optimization. But there are still the following shortcomings: first, from the quality of the economic structure, its level is still relatively backward, economic growth shows the characteristics of quantitative and investment-driven. Second, in the supply structure. The proportion of the primary industry is still large, the secondary industry is large but not strong, the tertiary industry is weak, and the role of the advanced supply structure needs to be further released. In addition, there is an obvious imbalance between the input and output structure of various industrial elements, and the unreasonable supply structure should be paid attention to. Thirdly, investment demand is still dominant in the structure of demand. The contribution of consumer demand to economic growth is limited, and the contribution of net export demand is negative for a long time. From the point of view of demand and innovation support, this paper puts forward the optimized path to adjust economic structure and promote economic growth. The innovation of this paper is reflected in: first, this paper explains the theory of economic growth from the angle of economic structure change. Breakthrough in the past scholars mainly from the supply structure point of view to analyze its impact on economic growth, but at the same time pay attention to the supply structure and demand structure, analysis of Xinjiang economic structure changes on the impact of economic growth. Enriches the connotation of economic growth theory research; Secondly, on the basis of estimating the stock of industrial capital in Xinjiang, this paper builds a model of supply and demand structure change to promote economic growth based on the previous research results. This paper analyzes the influence of Xinjiang's economic structure change on economic growth, and makes its research more thorough and comprehensive. Third, this paper attempts to use factor analysis, through the construction of Xinjiang economic structure changes to promote economic growth index system. This paper evaluates the process of economic structure change to promote economic growth in Xinjiang since 1978. Through the above innovation, this paper looks for the characteristics of economic structure suitable for Xinjiang's economic growth and explores the optimized path of Xinjiang's economic structure. In order to optimize the economic structure and promote economic growth in underdeveloped areas, it is of universal guiding significance.
