【摘要】:近年来,随着中国经济进入转型升级新阶段,各地出现了产业向同一地域集中,结成相互关联、相互合作、相互竞争产业集群的趋势,产业集聚区成为最主要的表现形式。河南省通过政府主动引导扶持,目前已建成180个省级产业集聚区,成为全省经济发展的主要载体。鹤壁市通过积极推动,建成省级产业集聚区4个,2013年固定资产投资、规模以上工业增加值、税收方面已占据了全市一半的份额,成为全市经济发展的主力军。但产业集聚区发展中还存在着人才引进难、人才难留的突出问题,出现了产业集聚区难聚人才的现象,制约了在集聚生产要素、优化资源配置、加快制度创新等方面发挥更大作用。 导致这一问题的因素很多,包括产业集聚区发展水平、地理位置等方面,其中很重要的一个原因就是人才引进政策存在不科学、不完善之处,没有发挥引进人才的导向作用。本文以鹤壁市产业集聚区人才引进政策为研究对象,主要运用文献法、访谈法开展研究,通过分析目前产业集聚区人才政策的来源、内容等情况,发现目前产业集聚区政策主要仍存在三方面问题:一是政策与产业集聚区低端人才需占主体、高端人才流动性强等特点结合不紧密;二是激励保障政策设定不合理、可操作性差;三是上下级政策衔接不紧密、与市场机制结合不密切。通过运用公共政策分析理论和人力资源管理理论,对问题的原因进一步分析,认为原因主要有:政策制定过程中缺乏调查研究、决策程序不民主,激励政策创新力度不够,人才管理机制不完善等方面。最后结合鹤壁产业集聚区实际,得出完善产业集聚区人才政策的对策建议:一方面要重视对低端人才的引进,按照人才类别特点制定相应引进政策;另一方面要提高激励政策的实效性、加大激励政策的落实;最后要用政策完善人才引进管理机制和格局,发挥政府的主导作用。产业集聚区人才引进是一个涉及党委和政府多部门、政府和市场多方面关系的复杂过程,,只有从多角度、多方面来完善产业集聚区人才引进政策才能发挥各方作用、形成引才合力,推动产业集聚区持续健康发展。
[Abstract]:In recent years, as China's economy has entered a new stage of transformation and upgrading, there has been a trend that industries in various places are concentrated in the same region, linked with each other, cooperating with each other, and competing with each other in industrial clusters. Industrial agglomeration area has become the most important form of expression. Henan Province has established 180 provincial industrial agglomeration areas through the active guidance and support of the government. Hebi City, through active promotion, built 4 provincial industrial agglomeration areas, fixed asset investment in 2013, industrial added value above scale. Tax has occupied half of the city's share, become the main force of the city's economic development, but there are still difficulties in the development of industrial agglomeration areas, talent introduction, talent difficult to stay outstanding problems. The phenomenon of hard to gather talents in the industrial agglomeration area restricts the agglomeration of factors of production, optimizing the allocation of resources, speeding up the innovation of the system, and so on. There are many factors leading to this problem, including the development level of industrial agglomeration area, geographical location and so on. One of the most important reasons is that the policy of talent introduction is unscientific and imperfect. This paper takes the policy of talent introduction in the industrial agglomeration area of Hebi City as the research object, mainly using literature method and interview method to carry out the research. By analyzing the source and content of the current talent policy in the industrial agglomeration area, it is found that there are still three main problems in the current policy: first, the policy and the low-end talents in the industrial agglomeration area need to occupy the main body. The high end talent mobility is strong and so on the characteristic union is not tight; Second, the setting of incentive and safeguard policy is unreasonable and the maneuverability is poor; Third, the upper and lower levels of policies are not closely linked with the market mechanism. Through the use of public policy analysis theory and human resources management theory, the causes of the problem are further analyzed. The main reasons are as follows: lack of investigation and research in the process of policy making, undemocratic decision-making procedure, insufficient incentive policy innovation, imperfect talent management mechanism and so on. Finally, combining with the reality of Hebi industrial agglomeration area. On the one hand, we should pay attention to the introduction of low-end talents, and formulate the corresponding introduction policies according to the characteristics of talent categories; On the other hand, we should improve the effectiveness of the incentive policy and strengthen the implementation of the incentive policy; Finally, it is necessary to improve the management mechanism and pattern of talent introduction with policies and give play to the leading role of the government. The introduction of talents in industrial agglomeration areas is a complex process involving the multi-sector relations between the party committee and the government, and the relationship between the government and the market. Only by perfecting the policy of introducing talents in the industrial agglomeration area from various angles and from many aspects can we play a role in all aspects, form the leading force and promote the sustainable and healthy development of the industrial agglomeration area.
