【摘要】：浙江省地处我国东南沿海地区，多年来之所以能从一个没有任何优势资源、面积全国倒数第二的小省一跃成为全国经济最发达的地区之一，很大程度依赖于其占主导地位的产业集群。浙江省目前有800多个产业集群，是全国产业集群数量最多的城市，几乎每个角落都可以发现产业集群的足迹，如绍兴的纺织业、嘉善的木业等等。然而浙江省产业集群在取得长足进步的同时也存在诸如产业同构严重、技术创新不足等问题，集群发展的压力日益加大。与此同时，越来越多的研究表明FDI已经成为集群发展的重要基础，FDI通过资本集聚、技术溢出、产业链完善、人力资本提升等一系途径促进产业集群形成或是实现扩张升级。那么对于以民营经济为特色的浙江省，外资的流入是否能在集群发展过程中起到相应的推动作用，缓解当前集群发展压力，并且这种的推动作用是否具存在行业方面的差异性是值得我们研究的问题。本文采取理论分析和实证分析相结合的方法。首先界定相关概念、综述相关理论；其次从资本集聚、技术溢出、产业链效应、人力资本提升四个方面就FDI对产业集群的影响机制进行了一个全面的分析；接着通过搜集到的相关数据概述了浙江省FDI现状以及产业集群发展现状，并通过分行业FDI和产业集群指数区位熵的对比试图得出两者之间的初步关系；最后利用浙江省2001年到2011年间26个制造业行业的FDI、PE、区位熵指数的相关数据，建立经济计量模型，就FDI对浙江省产业集群的影响进行回归分析。回归结果显示：FDI的引入从整体层面上对浙江省产业集群的产生了积极的正向作用；民营经济的作用优于FDI；FDI对产业集群的影响大小与行业集聚程度有关，，行业集聚程度越高，FDI发挥的效应就越明显；仅仅只有在劳动密集型集群中FDI的正向作用才得到进一步发挥，而在资本密集型产业集群和技术密集型产业集群中，FDI并未起到正向的推动力。
[Abstract]:Zhejiang Province is located in the southeast coastal region of China. For many years, Zhejiang Province has become one of the most developed areas in the country from a small province with no superior resources and the second lowest area in the whole country. Zhejiang Province has more than 800 industrial clusters, which is the largest number of industrial clusters in China, almost every corner can be found in the footprint of industrial clusters. Such as the textile industry in Shaoxing, the wood industry in Jiashan, etc. However, the industry cluster in Zhejiang Province has made great progress, but also has some problems such as serious industry isomorphism, insufficient technological innovation, and so on. The pressure of cluster development is increasing day by day. At the same time, more and more studies show that FDI has become an important foundation of cluster development through capital agglomeration, technology spillover, and industrial chain improvement. Promotion of human capital and other ways to promote the formation of industrial clusters or achieve expansion and upgrading. Whether the inflow of foreign capital can play a corresponding role in the process of cluster development, alleviate the current pressure of cluster development. And whether this kind of promotion has the existence industry aspect difference is the question worthy of our research. This paper adopts the method of combining theoretical analysis with empirical analysis. Firstly, it defines the relevant concepts and summarizes the relevant theories. Secondly, from four aspects of capital agglomeration, technology spillover, industrial chain effect and human capital upgrading, this paper makes a comprehensive analysis on the influence mechanism of FDI on industrial clusters. Secondly, the paper summarizes the current situation of FDI and the development of industrial clusters in Zhejiang Province by collecting relevant data, and tries to find out the preliminary relationship between them by comparing the regional entropy of industry FDI and industrial cluster index. Finally, based on the data of the location entropy index of 26 manufacturing industries in Zhejiang province from 2001 to 2011, the econometric model is established. The regression analysis on the effect of FDI on Zhejiang industrial cluster shows that the introduction of FDI has a positive positive effect on Zhejiang industrial cluster from the overall level. The function of private economy is better than that of FDI; The influence of FDI on industrial cluster is related to the degree of industry agglomeration, and the higher the degree of industry agglomeration, the more obvious the effect. Only in labor-intensive clusters can the positive role of FDI be further developed, while in capital-intensive industrial clusters and technology-intensive industrial clusters, FDI does not play a positive driving force.
