【摘要】：改革必须巩固和发展基本经济制度,必须重视所有制问题,不能淡化。所有制不是指物的隶属关系,它是一个经济范畴,是人与人之间的经济关系。在当今条件下,公有制的内涵是社会主义生产关系。不是任何国有制都是公有制,只有无产阶级专政国家的国家所有制才是公有制。股份制是企业的一种资本组织形式,不能说股份制就是公有制。公有制为主体,一是指量上占优势,公有资产应该在社会总资产中占优势,公有制经济中的就业人数应该在整个经济领域的总就业人数中占优势。二是指质上有控制力,即国有经济应该控制国民经济命脉,国有经济应该起主导作用。国有经济起主导作用,就经济运行来说,它对整个国民经济的运转具有控制力和影响力,它能够保证经济的运行朝着预定的目标发展,就各种所有制经济的关系来说,国有经济有能力鼓励、支持和引导非公有制经济朝着有利于社会主义的方向发展。坚持公有制为主体,才能保证我国社会的社会主义性质。生产资料公有制适应生产力的社会性质,能够解放和发展生产力。越是多种所有制经济共同发展,越要强调公有制为主体。

At present, the connotation of public ownership is the socialist production relations. The two refers to the quality control, the state-owned economy should control the lifeline of the national economy, the state-owned economy should play a leading role in the state-owned economy play a leading role, On the economy, it is on the national economic operation has the control and influence, it can make the economy run towards the desired goal, for all economic relations, the state-owned economy has the ability to encourage, support and guide non-public economy towards the direction of socialism. We keep public ownership subject to the socialist nature of our society. To ensure the public ownership of the means of production to adapt to the social nature of productive forces, to the liberation and development of productive forces. The more common development of multi ownership economy, more to emphasize the public ownership as the main body.
