日本扩大内需政策及其对中国的启示

【摘要】：改革开放已经30多年,中国的主要矛盾由“人民日益增长的物质文化需求同落后的社会生产之间的矛盾”转变为“相对过剩的社会生产供给同落后的消费之间的矛盾。"中国政府将重新审视内需消费的可持续发展与经济增长的相互作用,并在“十二五"规划纲要中明确提出“构建扩大内需长效机制,促进经济增长向依靠消费、投资、出口协调拉动转变"。当前,面对国内外经济形势的变化,扩大内需成为我国改变经济增长方式和缓解国际压力的重要途径之一。鼓励内需是减少顺差的重要途径,而日本从20世纪80年代起将近20年扩大内需的实践,其中不管是经验还是教训,对我国实现扩大内需都具有借鉴意义。日本1959年《经济白皮书》指出,技术革新与消费革命构成了经济发展的主要动力。实施“国民收入倍增计划"以来,日本政府建立健全了一套增加国民收入、扩大内需消费的政策体系,较好地解决了供给与消费需求的矛盾。因此,借鉴日本扩大内需政策研究中国如何扩大内需显得格外重要。本文以日本扩大内需政策理论为基础,分析日本扩大内需政策带来的成效及不足,通过对中国现行扩大内需政策的分析,最后总结了日本扩大内政策对中国的一些启示。
[Abstract]:Reform and opening up has been more than 30 years. The main contradiction in China has changed from "the contradiction between the increasing material and cultural needs of the people and the backward social production" to "the contradiction between the relatively surplus social production supply and the backward consumption". The Chinese government will re-examine the interaction between the sustainable development of domestic demand and consumption and economic growth. In the outline of the 12th Five-Year Plan, it is clearly proposed that "build a long-term mechanism to expand domestic demand, promote economic growth to rely on consumption, investment, export coordinated pull". At present, facing the changes in the economic situation at home and abroad. Expanding domestic demand has become one of the important ways for China to change the mode of economic growth and ease international pressure. Encouraging domestic demand is an important way to reduce the surplus. In 1980s, Japan began to expand domestic demand for nearly 20 years, both experience and lessons. It is of great significance for China to realize the expansion of domestic demand, as pointed out in Japan's Economic White Paper of 1959. Since the implementation of the "National income doubling Plan", the Japanese government has established and perfected a set of policies to increase national income and expand domestic demand and consumption. Therefore, it is very important to study how to expand domestic demand in China by referring to the policy of expanding domestic demand in Japan. Based on the theory of Japan's policy of expanding domestic demand, this paper analyzes the effects and shortcomings of Japan's policy of expanding domestic demand, and analyzes the current policy of expanding domestic demand in China. Finally, it summarizes some enlightenment of Japan's internal expansion policy to China.
