加快打造三门湾次经济圈的对策及思考

【摘要】：三门湾是镶嵌在浩瀚东海中的一块璞玉，现为浙江省台州市三门县和宁波市宁海县、象山县三县共有，从湾口到湾底全长约40余公里，北岸主要涉及宁海长街、力洋、明港、一市、越溪及象山石浦、鹤浦、高塘、晓塘、定塘十乡镇，南岸整个为三门县，主要涉及海游、海润和沙柳三个街道以及蛇蟠、六敖、健跳、浦坝港四个乡镇。与浙江省的各个湾口经济相比，发展相对较慢。然而在历史上从清朝到民国政府多次有过开发三门湾的动议，但终因战争等原因而搁浅。在区域一体化发展的今天，三门湾区域要想谋求跨越式发展，必须紧扣时代主题，抓住浙江省发展海洋经济的良好机遇，，两市、三县取长补短，共同努力发展区域经济。因此，两市、三县提出了“打造三门湾次经济圈”的战略，以期通过努力彻底改变三门湾区域的面貌。本课题研究主要通过查阅相关资料、走访调研等方式对三门湾区域的历史沿革、开发背景以及发展现状进行分析，并对存在的区域管辖、基础薄弱、资金筹措困难、制约要素等问题进行剖析，从而提出有针对性的“打造三门湾次经济圈”的政策措施，如：进一步夯实先期工作基础、着力强化推动区域统筹、高效筹措区域开发资金以及有力推进重大工程建设等。并对各项对策进行分析，论证其可行性、现实性，以此来为区域内各地政府决策提供参考，促进三门湾次经济圈的成功构建，使三门湾区域成为东部沿海闪亮的明珠。
[Abstract]:Sanmen Bay is a piece of uncut jade embedded in the vast East China Sea. It is now Sanmen County in Taizhou City, Zhejiang Province and Ninghai County in Ningbo City. There are three counties in Xiangshan County, with a total length of more than 40 kilometers from the mouth of the bay to the bottom of the bay. The north coast mainly involves Ninghai Changjie, Liyang, Minggang, one city, Yuexi and Xiangshan Shipu, Hepu, Gaotang, Xiaotang, Dingtang ten villages and towns, the south bank is Sanmen County, mainly involved in sea tourism. The three streets of Hairun and Shaliu, as well as four villages and towns, such as Snappool, Liu ao, Jian Pao and Puba Port, are compared with each other in Zhejiang Province. However, in the history of the Qing Dynasty to the Republic of China government has many times the development of Sanmen Bay motion, but eventually because of war and other reasons stranded. In the development of regional integration today. In order to seek leap-forward development in Sanmen Bay region, we must closely follow the theme of the times, seize the good opportunity for Zhejiang Province to develop marine economy, two cities and three counties should learn from each other and make joint efforts to develop regional economy. Therefore, the two cities should make joint efforts to develop regional economy. The three counties put forward the strategy of "building the sub-economic circle of Sanmen Bay" in order to change the appearance of Sanmen Bay area thoroughly through efforts. The historical evolution, development background and current situation of Sanmen Bay area are analyzed by visiting investigation and investigation, and the problems such as regional jurisdiction, weak foundation, difficulty in raising funds and restricting factors are analyzed. Thus put forward targeted "Sanmen Bay sub-economic circle" policy measures, such as: further tamper the foundation of the work ahead, and strive to strengthen the promotion of regional co-ordination. Efficiently raise funds for regional development and promote the construction of major projects and so on. And to analyze the countermeasures to demonstrate its feasibility and reality, in order to provide a reference for regional governments to make decisions. To promote the successful construction of Sanmen Bay sub-economic circle, making Sanmen Bay region a shining pearl in the east coast.
