论产业升级的政策环境——兼谈构建我国新型产业政策体系

【摘要】：长期以来,四类政策在不同国家、地区或同一国家的不同时期都曾经出现:主导性的全面干预;选择性的行业干预;竞争性的环境干预;危机性的企业干预。导致的主要原因是发展阶段、制度机制和文化差异。处于相同发展阶段甚至采用同样的社会制度,不一样的文化也会带来政策的差异。选择我国产业政策理应基于三个判断:现阶段彻底取消产业政策不符合国情;现行产业政策设计和实施存在突出弊端,限制了市场功能发挥,提升竞争政策作用比例是大势所趋;只有在产业政策与竞争政策结合中形成产业政策,才能走出一条理性的政策选择道路。为此,伴随全面深化改革进程,必须"五管齐下",再造与经济发展新常态和供给侧结构性改革相匹配的新型产业政策体系。
[Abstract]:For a long time, four kinds of policies have appeared in different countries, regions or different periods of the same country: dominant comprehensive intervention; Selective industry intervention; Competitive environmental intervention; The main causes of crisis enterprise intervention are the stage of development, institutional mechanism and cultural differences. They are at the same stage of development and even adopt the same social system. Different culture will also bring policy differences. The choice of China's industrial policy should be based on three judgments: the complete abolition of industrial policy is not in line with the national conditions at this stage; The design and implementation of the current industrial policy has prominent drawbacks, which limits the market function, and promotes the proportion of competition policy function is the trend of the times; Only when the combination of industrial policy and competition policy is formed, can we find out a coherent policy choice road. Therefore, with the overall deepening of the reform process, we must "five management under the same". Reconstructing a new industrial policy system that matches the new normal of economic development and structural reform on the supply side.
