政府采购促进科技创新的政策作用机制及实证研究——以北京市为例

【摘要】：在科技革命和产业变革迅猛发展的新形势下,政府采购成为世界主要国家促进科技创新的有效手段。对于中国来说,在积极参与世界贸易组织《政府采购协议》谈判背景下,如何既遵照国际惯例,又能够有效地发挥政府采购促进科技创新的政策功能变得尤为重要。本文首先对国内外政府采购相关政策和举措进行系统梳理,将我国政府采购促进科技创新的政策作用机制分为五个维度;其次,通过政策计量、实地调研、案例分析等方法,对北京市的政策作用机制及效果进行实证分析并与国内其他典型地区进行比较,发现北京市存在的问题以及其他典型地区可借鉴的经验;最后,研究提出了北京市政府采购促进科技创新的政策改进建议,对国家层面及地方层面的政策改进也具有参考价值。
[Abstract]:In the new situation of rapid development of science and technology revolution and industrial change, government procurement has become an effective means for the major countries in the world to promote scientific and technological innovation. In the context of active participation in the negotiation of the Agreement on Government Procurement of the World Trade Organization, how to comply with international practice? And can effectively play the role of government procurement to promote scientific and technological innovation policy function has become particularly important. First of all, the domestic and foreign government procurement related policies and initiatives are systematically combed. The policy mechanism of government procurement to promote scientific and technological innovation is divided into five dimensions. Secondly, through the methods of policy measurement, field investigation and case analysis, this paper empirically analyzes the mechanism and effect of Beijing's policy and compares it with other typical areas in China. Find out the problems existing in Beijing and the experience of other typical areas. Finally, the paper puts forward the policy improvement suggestions of Beijing government procurement to promote scientific and technological innovation, which also has reference value for policy improvement at the national and local levels.
