皖北六市开发区经济运行效率研究

【摘要】：开发区的设立和兴起极大地带动了地方经济的快速发展,开发区作为经济的新的增长点,很好地提高了地区人民的福利和就业率,同时促进了地方经济更加高效率地发展和进步。皖北六市(即淮北市、毫州市、宿州市、蚌埠市、阜阳市、淮南市6市)开发区,积极响应政府号召,扩大开发区规模,引导开发区转型发展,在推进皖北六市经济发展中起到很大的积极作用。尽管皖北六市开发区迅速的发展壮大,在提高地方经济发展水平中发挥着重要作用,但是也要看到皖北六市开发区所出现的经济运行效率低下的问题。经过二十多年的发展,开发区的问题也涌现出来,如开发区的高投资、高能耗,产能过剩,管理体制的弊端,相关服务配套落后以及产业趋同等问题比较突出。目前,学者的研究多集中于国家级开发区和省级开发区,对于某个省内区域的开发区研究不多。本文分别阐述了经济运行的规模效率理论、产业集聚理论、资源理论以及对应的开发区的规模效率、产业集聚效率和资源效率。然后分析梳理皖北六市开发区的发展历程,所取得成绩和目前所显露的问题。在以上分析的基础上,以皖北六市37个开发区为研究对象,选取评价指标对开发区2011-2014的经济运行效率展开实证分析。先运用DEA分年度、分省份逐个研究开发区的经济运行效率。再运用曼奎斯特指数法对开发区全要素生产率变化、纯技术效率变化和规模效率变化等动态指标进行测度分析。基于以上分析以及目前开发区所面临的问题,提出相应的对策建议,分别为:合理规划布局产业结构,提高聚集效益;合理调整开发区的规模,增加规模效益;实施创新驱动,提高开发区竞争力;加强管理体制与机制创新,提高开发区的管理效率。本论文可能的创新之处体现在:研究对象上有一定创新,主要研究皖北六市开发区的经济运行效率,以前的研究多集中在国家级开发区或省级开发区的经济运行效率,而专门针对皖北地区详细分析运行效率的文章是缺乏的。研究方法上运用数据包络静态分析和Malmquist动态分析相结合的方法对开发区运行效率进行细化分析从而对开发区的运行效率有一个清晰全面的认识。
[Abstract]:The establishment and rise of the development zones have greatly promoted the rapid development of the local economy. As a new growth point of the economy, the development zones have improved the welfare and employment rate of the local people. At the same time, it has promoted the development and progress of the local economy more efficiently. The development zones of the six cities in northern Anhui (namely, Huaibei, Huizhou, Suzhou, Bengbu, Fuyang and Huainan) have responded positively to the government's call to expand the scale of the development zones. Guiding the transformation and development of the development zones has played a very positive role in promoting the economic development of the six cities in northern Anhui. Although the development zones of the six cities in northern Anhui have developed rapidly and have played an important role in raising the level of local economic development, However, we should also see the problems of low economic efficiency in the development zones of six cities in northern Anhui. After more than 20 years of development, problems in the development zones have also emerged, such as the high investment, high energy consumption, overcapacity, and the malpractice of the management system in the development zones. The problems of backward related services and industrial convergence are relatively prominent. At present, scholars mostly focus on national and provincial development zones. There are few studies on the development zones in a certain province. This paper expounds the scale efficiency theory of economic operation, industrial agglomeration theory, resource theory and the corresponding scale efficiency of development zones. Industrial agglomeration efficiency and resource efficiency. Then it analyzes the development course, achievements and problems revealed in the development zones of six cities in northern Anhui. On the basis of the above analysis, 37 development zones in Northern Anhui Province are taken as the research objects. This paper selects the evaluation index to analyze the economic operation efficiency of the development zone 2011-2014. Firstly, using DEA to study the economic operation efficiency of the development zone one by one, and then using Manquist index method to analyze the change of total factor productivity of the development zone. Based on the above analysis and the problems faced by the development zone at present, the corresponding countermeasures and suggestions are put forward, which are: rationally planning the industrial structure, Improve the efficiency of agglomeration; rationally adjust the scale of the development zone and increase the efficiency of scale; implement the innovation drive to improve the competitiveness of the development zone; strengthen the innovation of management system and mechanism. To improve the management efficiency of the development zone. The possible innovations of this paper are as follows: there are some innovations in the object of study, mainly studying the economic operation efficiency of the development zones in six cities of northern Anhui. Previous studies have focused on the economic operational efficiency of national or provincial development zones. However, there is a lack of detailed analysis of operational efficiency in the north of Anhui Province. In the research method, the method of data envelopment static analysis and Malmquist dynamic analysis is used to analyze the operation efficiency of the development zone in detail. The operation efficiency of the area has a clear and comprehensive understanding.
