FDI对山西产业结构的优化作用研究

【摘要】：2012年山西省GDP总量为11235.1亿元人民币，在全国经济排名中居于第22位，处于经济发展的下游区，远远落后于同时期北京、上海的发展，但是长期以来山西省对中国经济做出了巨大的贡献，每年平均输出煤炭47350万吨，同时山西省是全国向省外输出电量最多的省份，北京的1/4电力来自山西。作为一个能源资源大省，，山西却没能成为经济强省，山西省长期以来坚持的以煤炭、电力等能源化工重产业发展经济的模式，不仅会受到资源、环境的制约，同时还会受到国家淘汰落后产能的政策的限制。不合理的产业结构加剧了环境污染，带来了产能过剩，经济增长缓慢的问题，严重影响着山西经济的可持续发展。2012年山西省三次产业结构的比例为:5.8:57.8：36.4，与发达国家以第三产业为主的产业结构相比还不够完善。因此作为我国第一个全省域、全方位、系统性的国家级综合配套改革试验区，山西省如何抓住机遇，更高效合理地引进FDI并充分发挥FDI来促进山西省产业结构优化升级，就显得尤为重要。 FDI对东道国（地区）产业结构的优化，对于这个议题，国内外学者做了许多研究，大多以发达国家为主要研究对象，运用数理模型实证分析FDI技术溢出效应对产业结构的优化；也有学者从省际层面来研究FDI对产业结构的优化，但是研究的重心主要围绕着东部发达城市，对开放程度不高的中西部城市的研究显得少之又少。同时现有的研究多数是从一个方面，比如技术外溢效应，产业集群效应等来研究FDI对东道国产业结构的优化，以多方面结合作为一个整体的研究相对较少。本文在实证分析后将FDI、产业转移、产业集群结合起来，作为一个整体来提出政策建议，如何更好地利用FDI促进产业结构优化。经过大量数据收集整理，本文首先对欠发达城市-山西省产业结构现状及利用FDI状况比较研究，找到山西省利用FDI存在的问题。进而通过计量分析证实FDI确实对山西省GDP做出了贡献，并做了FDI对三大产业的贡献率的研究分析及FDI的技术溢出效应分析，在借鉴同为资源大省的鲁尔区如何利用FDI促进产业结构优化升级及经济复兴的情况下，提出在承接产业转移中利用FDI重点发展核心产业，延伸产业链，形成产业集群，以促进山西省产业结构优化。
[Abstract]:In 2012, the total amount of GDP in Shanxi Province was one tillion one hundred and twenty-three billion five hundred and ten million yuan, ranking 22nd in the national economic ranking, in the downstream region of economic development, far behind the development of Beijing and Shanghai in the same period. However, Shanxi Province has made a great contribution to China's economy for a long time, with an average annual output of 473.5 million tons of coal, and Shanxi Province is the province with the most electricity output to the outside of the province. 1/4 of Beijing's electricity comes from Shanxi. As a large energy and resource province, Shanxi has not been able to become a strong economic province. Shanxi Province has long insisted on the pattern of developing the economy with coal, electricity, and other energy, chemical and chemical heavy industries, and not only will it receive resources, Environmental constraints, at the same time, will be limited by the state's policy of eliminating backward production capacity. Unreasonable industrial structures exacerbate environmental pollution, bring about overcapacity and slow economic growth. In 2012, the proportion of the three industrial structures of Shanxi Province was 5.8: 57.8: 36.4, which was not perfect compared with the industrial structure of developed countries, which was dominated by the tertiary industry. How to seize the opportunity, how to introduce FDI more efficiently and reasonably and give full play to FDI to promote the optimization and upgrading of Shanxi's industrial structure is particularly important in the systematic state-level comprehensive reform experimental area. FDI optimizes the industrial structure of host country (region). For this issue, scholars at home and abroad have done a lot of research, most of them take developed countries as the main research object, and use mathematical model to empirically analyze the optimization of industrial structure by FDI technology spillover effect. There are also scholars who study the optimization of industrial structure by FDI at the provincial level, but the focus of the research is mainly on the developed cities in the east. At the same time, most of the existing studies are based on one aspect, such as technology spillover effect, industrial cluster effect and so on, to study the optimization of industrial structure of host country by FDI. After empirical analysis, this paper combines FDI, industrial transfer and industrial cluster together, and puts forward policy recommendations as a whole, how to make better use of FDI to promote the optimization of industrial structure. After a large amount of data collection and collation, this paper firstly makes a comparative study on the status quo of the industrial structure and the utilization of FDI in the less developed cities and Shanxi Province. Find out the problems existing in using FDI in Shanxi Province, and then prove that FDI has really contributed to GDP in Shanxi Province through econometric analysis, and do the research and analysis of the contribution rate of FDI to the three industries and the analysis of technology spillover effect of FDI. On the basis of how to use FDI to promote the optimization and upgrading of industrial structure and economic rejuvenation in Ruhr district, which is also a large province of resources, the paper puts forward how to use FDI to focus on developing core industries, extending industrial chains and forming industrial clusters in the process of undertaking industrial transfer. In order to promote the optimization of industrial structure in Shanxi Province.
