产业联动对东北亚经济合作的影响研究

【摘要】：东北亚产业联动的合理发展和升级对推动东北亚经济合作进程的发展具有促进的作用,对于东北亚区域产业联动的研究分析存在一定的理论和现实意义,本文通过对产业联动的实证和理论分析,提出产业联动升级的合理化建议和策略有效的加快东北亚经济合作发展的步伐。东北亚主要国家为了加快发展区域内的经济合作不仅做了很多的努力,同时也做了非常多的理论性研究,比如中日韩三国在有关于建设环渤海经济区这一方面进行了探讨。同时中国韩国朝鲜和蒙古也对于图们江经济合作计划发展这一方面进行了一定的实践。但是对于东北亚区域来说,它在发展经济的过程当中和其他的经济合作区域有不同的地方,有他自己的特点,无论是在发展水平国家性质还是在经济结构和文化价值观方面都存在着比较大的矛盾。所以就使得每个国家在进行类似区域经济合作发展的路途中,难免会收到政治、文化、经济差异等方面的局限,所以对于东北亚经济合作来说,从最开始提出到发展今天都没有一个良好的发展过程和发展前景。对于东北亚经济合作发展来说,它还处于一个发展的初级阶段。但是对于区域内的各个国家在发展的过程当中也一定会朝着东北亚经济合作的方向来进行发展的。同时,对于每一个国家来说,处在全球化的大的环境之下不断的提升自己国家的竞争力,是他们必须要进行的一个事情,对于当今的时代来说,大家崇尚的就是和平和发展,所以对于东北亚各国来说,在地理位置上是邻居,同时在经济上面,在劳动力资源和产业结构方面,甚至是在自然资源这一方面也有一定的互补的作用。所以对于东北亚地区的国家来说,这也是他们之所以能够进行合作的一个最基本的前提。本文采取实证分析与规范分析相结合的方法,在查阅历史文献和相关文章的过程中总结出该选题的历史背景和相关存在问题的成因,并同时采用对区域数据的归纳和分析,用数据来支持理论中总结出的问题,最后结合多年的实践经验和对相关理论的研究给出。全文共分为五部分:第一部分为相关理论和文献综述,对于区域经济合作、产业联动等相关研究成果进行梳理;第二部分分析东北亚各国经济合作和产业联动的发展现状;第三部分主要分析了产业联动对东北亚各国经济合作的影响;第四部分产业联动对东北亚经济合作的推动作用,对于现阶段的发展过程中,所面临的制约因素进行了分析和研究;第五部分对于东北亚产业联动升级方面提出了一些对策建议。通过研究,本文得出结论认为:北亚地区来说,最主要这明显的一个优势就是在产业结构方面的互补性,对于日本来说,是技术比较先进的、资源比较雄厚的国家,但是自己国家所拥有的自然资源这一方面是非常稀缺的,同时在本国的劳动力成本也比较高,但是对于韩国来说,同样也是面临着自然资源比较缺乏的情况,在资金和技术上面有更多的优势,但是对于中国来说是拥有非常丰富和充足的自然资源的,而且劳动力也比较低廉,对于俄罗斯来说,所拥有的资源总量非常的多,而且还存在着由许多的自然资源,并没有被开发出来,所以未来的发展前景还是非常大的,但是在相关的开发技术和劳动力这一方面比较缺乏。但是目前来看,东北亚产业联动发展还存在政治、经济、观念方面的制约因素。要应对这些制约因素,首先要加快中日韩FTA的建设步伐,从长远利益出发,对于每一个国家来说,有关于自由贸易这一方面,他们都真正的意识到了其实利远远大于弊端的,对于贸易保护这一方面的不利方面需要国家自己制定相关的政策来进行鼓励和支持,所以对于三国在未来的贸易发展过程当中还是需要有一个良好的政策环境来作为支撑的。其次要妥善处理国与国之间的关系与利益。
