支持低碳产业发展的政策研究

【摘要】：人类传统的“高碳耗、高污染、高浪费”的经济增长模式在带来生产力巨大飞跃的同时也产生了严重的资源环境危机，温室效应日渐明显，全球气温逐步上升。在全球资源环境危机的背景下，，人类逐步认识到了转变经济发展模式、减少碳排放的重要性，一种以“低碳耗、低碳排、低污染”为特征的低碳经济发展模式逐步得到采纳。世界各国纷纷出台相关战略规划大力支持低碳经济的发展，以求占领未来经济的制高点。作为低碳经济的基础，低碳产业的健康快速发展至关重要。低碳产业作为具有高科技附加值的新型产业，符合可持续发展理念，外部性效应显著，单纯依靠市场调节存在弊端，需要政府给予相应的政策支持。本文以低碳产业发展的政策为研究对象，分析我国低碳产业发展现状，并从法律法规性政策、税费政策、财政支出政策、低碳金融市场政策和低碳技术政策五个方面对当前我国支持低碳产业发展的相关政策进行分类梳理，探讨其中存在的问题。发达国家和地区在政策支持低碳产业发展方面成效显著，本文选取美国、欧盟以及日本为研究样本，总结三者在支持低碳产业发展中形成的经验。借鉴发达国家和地区经验，结合中国实际，就我国政府发展低碳产业进行政策支持提出建议：完善支持政策体系；制定完善的财政税收激励政策；加大针对低碳技术创新的政策支持；加强支持政策的执行力度。
[Abstract]:The traditional "high carbon consumption, high pollution, economic growth mode of high waste" in the great leap forward bring productivity at the same time also had a serious crisis of resources and the environment, the greenhouse effect is obvious, the global temperature rise gradually. In the global resources and environmental crisis, people gradually realized the transformation of economic development mode and the importance of reducing carbon emissions, a "low carbon consumption, low carbon emissions, the development model for the characteristics of low pollution" low carbon economy has gradually been adopted. All the countries in the world have promulgated relevant strategic planning support low-carbon economic development, in order to occupy the high ground of the future of the economy.
As the basis of low-carbon economy, is the rapid development of low carbon industry health. Low carbon industry as a new high-tech industrial added value, in line with the concept of sustainable development, external effect, depending on market regulation has disadvantages, need the government to give appropriate policy support. In this paper, the development of low carbon industry policy as the research object and analyses the status quo of the development of low carbon industry in our country, and from the laws and regulations of tax policy, policy, fiscal expenditure policy, the five aspects of low carbon financial market policy and the policy of low carbon technology the paper classifies the current policy of China's low carbon industrial development, probes into the existing problems.
Developed countries and regions in terms of policy support the development of low carbon industry has achieved remarkable results, this paper selects the United States, the European Union and Japan as the research sample, summed up the three in support of the development of low carbon industry in the formation of experience. The experience in the developed countries and regions, combined with the actual Chinese, our country government the development of low carbon industry policy support suggestions perfect policy support system; formulate and improve the fiscal and tax incentive policies; increase in low carbon technology innovation policy support; to strengthen the implementation of support policies.
