区域外源性经济发展能力研究

【摘要】：根据不同的发展动力源,可以把一个国家或地区的经济发展方式区分为外源性经济和内源性经济两种模式。我国理论界对于区域经济发展理论的探讨主要聚焦于如何通过内源性经济发展来提升经济发展水平,相对忽视了对于如何依靠外部资源,即外源性经济发展模式对区域经济发展的探讨。本文在梳理区域外源性经济发展现状的基础上,尝试构建外源性经济发展能力的分析框架,探讨东中西地区外源性能力发展差异的根本原因和发展路径,并提出了相关政策建议。本文认为,外源性经济发展能力就是利用外部资源发展本地区经济的能力,如何提升外源性经济发展能力就成为了本文拟解决的关键问题。本文将外部资源是否决定进入某区域回归到成本收益分析上来考量,认为在收益既定的前提下,外部资源倾向于选择进入成本较低的区域发展,由此从制度成本、生产成本、研发成本和贸易成本等四个层面,构建了外源性经济发展能力评估模型,并通过实证分析,测算了全国不同区域的外源性经济发展能力指数。通过对能力指数的聚类分析,选取江苏省和甘肃省两个典型地区,对外源性经济发展能力变动的区域差异进行了比较。并在此基础上,进一步明确了不同时期以及不同区域的能力建设重点,提出了相关政策建议。
[Abstract]:According to different sources of development, The mode of economic development of a country or region can be divided into two modes: exogenous economy and endogenous economy. The discussion on the theory of regional economic development in our country mainly focuses on how to develop through endogenous economy. To raise the level of economic development, On the basis of combing the present situation of the development of regional exogenous economy, this paper tries to construct the analytical framework of exogenous economic development ability based on the discussion of how to rely on the external resources, that is, the external economic development mode to the regional economic development. This paper probes into the root cause and development path of the difference in the development of exogenous ability in East, West and China, and puts forward some relevant policy suggestions. This paper holds that the ability of exogenous economic development is the ability to develop the local economy with external resources. How to improve the ability of exogenous economic development has become the key problem to be solved in this paper. This paper considers whether the external resources decide to enter a certain region and return to the cost-benefit analysis, and thinks that under the premise of established income, The external resources tend to choose the regional development with low entry cost. From the four aspects of system cost, production cost, R & D cost and trade cost, this paper constructs an external economic development capability evaluation model, and through empirical analysis. The foreign economic development ability index of different regions of China is calculated. Through cluster analysis of capability index, two typical regions of Jiangsu Province and Gansu Province are selected. This paper compares the regional differences in the change of exogenous economic development ability, and on this basis, further clarifies the focal points of capacity building in different periods and regions, and puts forward some relevant policy suggestions.
