构建开放型经济新体制:上海实践与对策

【摘要】：论文从自贸试验区建设在上海构建开放型经济新体制中的作用出发,提出上海构建开放型经济新体制中的各项措施、各个战略之间存在着一定的内在联系。上海自贸试验区的改革开放就是各项措施、各个战略的系统集成。具体来说,在外资、外贸和金融创新的关系上,就存在着这样一种关系:第一,投资带动贸易,创造贸易,贸易战略因投资战略而升级。第二,金融支持投资,投资的推进需要金融改革的深化与开放的扩大来推进。第三,投资改变着国家产业格局,也改变着与各国的产业分工和价值链分工,国际产能合作的实现与投资战略紧密联系。在对上海开放型经济建设的重要成果进行梳理的基础上,论文提出以自贸试验区为重点实现上海改革开放各项措施的系统集成的对策建议,包括:通过制度创新获得比较优势,通过金融、贸易和技术政策的协同促进上海全球科技创新中心的建设,加强上海自贸试验区与"一带一路"建设的联动,进一步完善金融市场化改革加强与国际金融中心联动,加快本土跨国公司培育吸引国内外跨国公司集聚,等等。
[Abstract]:Starting from the function of the construction of the free trade test area in the construction of the new open economy system in Shanghai, the paper puts forward the various measures in the construction of the new open economy system in Shanghai. The reform and opening up of the Shanghai Free Trade Test area is a series of measures, and the system integration of each strategy. Specifically, in the relationship between foreign capital, foreign trade and financial innovation, There is such a relationship: first, investment drives trade, creates trade, and trade strategies are upgraded as a result of investment strategies. Second, financial support for investment and the promotion of investment require the deepening of financial reform and the expansion of opening up. Third, Investment changes the national industrial pattern, and also changes the division of labor and value chain with other countries. The realization of international capacity cooperation is closely related to the investment strategy. On the basis of combing the important achievements of Shanghai's open economy construction, The paper puts forward the countermeasures and suggestions to realize the systematic integration of the measures of Shanghai's reform and opening to the outside world, focusing on the free trade experimental area, including: obtaining comparative advantage through system innovation, obtaining the comparative advantage through the financial system, The synergy of trade and technology policies has promoted the construction of the Shanghai Global Science and Technology Innovation Center, strengthened the linkage between the Shanghai Free Trade Test Zone and the construction of "Belt and Road," and further improved the market-oriented reform of finance and strengthened its linkage with the international financial center. Speed up the cultivation of local multinationals to attract the concentration of domestic and foreign multinationals, etc.
