和田地区自我发展能力研究

【摘要】：缩小区域差异，实现区域协调发展的客观事实要求和田地区必须培育和发展自我发展能力。随着改革开放与经济建设的不断深入，人民生活水平大幅度提高。与此同时，东西部地区发展差距日益扩大，城乡二元结构日益突出，区域社会经济差异日趋明显。新疆，不仅与东中部以及西部其他区域之间的社会经济差异扩大，且其内部差异，尤其是新疆南部与北部地区之间的差距也在不断扩大。和田是南疆三地州中无论是经济总量还是人均量都处于比较劣势的地区。在西部大开发战略实施10多年以来，得益于国家对和田的“输血式”的援助，和田虽然获得较快的经济增长速度，经济结构实现快速调整，但是其与南疆三地州其他区域、新疆北部地区以及新疆天山北坡一带之间的经济社会差距还是处在明显扩大的态势中。要是从根本上改变上述趋势，光靠外部力量无法实现持续快速增长，实现区域差异的消除目标，还要从自身能力建设出发，加大自我发展能力的提高和提升。首先，本文通过研究分析和田地区社会经济发展现状，对和田地区现有的社会经济发展基础做了分析，其次，，在这分析研究基础上，根据和田地区实际情况以及结合以往的研究成果，建立和田地区自我发展能力指标体系，通过主成分方法对和田地区自我发展能力进行评价，以及对和田地区自我发展能力进行横向比较分析，最后为如何培育和田地区自我发展能力，进一步推动和田地区在跨越式发展进程，实现南疆区域、乃至全疆区域协调发展提供政策建议。
[Abstract]:The objective fact of narrowing regional differences and realizing regional coordinated development requires that the Hotan region must cultivate and develop its ability to develop itself. With the deepening of reform, opening up and economic construction, the living standards of the people have been greatly improved. The development gap between the eastern and western regions is increasing, the dual structure of urban and rural areas is becoming increasingly prominent, and the regional social and economic differences are becoming more and more obvious. Xinjiang, not only the social and economic differences between the eastern and central regions and other regions in the west, but also its internal differences, In particular, the gap between the southern and northern regions of Xinjiang is also constantly widening. Hotan is a relatively inferior region in the three southern Xinjiang prefectures, both in terms of economic aggregate and per capita amount. Since the implementation of the strategy of developing the western region more than 10 years ago, Thanks to the "blood transfusion" aid provided by the state to Hotan, although Hotan received relatively fast economic growth and rapid readjustment of its economic structure, it was similar to other regions in the three southern Xinjiang prefectures. The economic and social gap between the northern part of Xinjiang and the northern slope of the Tianshan Mountains in Xinjiang is still in a state of marked expansion. If the above trends are fundamentally changed, sustained and rapid growth cannot be achieved by external forces alone. To achieve the goal of eliminating regional differences, we should build our own capacity and enhance our ability to develop ourselves. First of all, this paper analyzes the current social and economic development of Hotan area by analyzing the current situation of social and economic development in Hotan area. Secondly, on the basis of the analysis and research, this paper makes an analysis of the existing social and economic development foundation of Hotan area. According to the actual situation of Hotan area and the previous research results, the index system of self-development ability of Hotan area is established, and the self-development ability of Hotan area is evaluated by principal component method. And the horizontal comparative analysis on the self-development ability of Hotan area, finally for how to cultivate the self-development ability of Hotan area, to further promote the development of Hotan area in the process of leap-forward development, and to realize the southern Xinjiang region, Even the coordinated development of the whole Xinjiang region provides policy advice.
