山西省能源利用碳足迹及低碳经济发展对策研究

【摘要】:全球变暖与以二氧化碳为代表的温室气体有着必然的联系,这已成为当今国际社会的共识,温室气体排放量不断攀升,会使得全球气候变暖日益严重,这一问题在未来会给人类的生存环境带来严峻挑战。在此背景下,寻找有效的减排途径,发展低碳经济已势在必行。 山西省是我国的煤炭大省,作为煤炭资源和装备制造业的基地,一直以来都是走着“高碳”发展道路,因此在节能减排方面背负着更大的压力,近年来地方政府不断摸索,致力于改善生态环境,实现山西的经济转型。在中央政府和国务院的鼓励与支持下,建立了“国家资源型经济转型综合配套改革试验区”,这为推动山西的低碳经济发展提供了极大的便利。本文以山西省为研究对象,结合碳足迹的概念及相关理论,采用定性及定量相结合实证分析方法,对省域范围内的能源消耗碳排放进行研究与探讨,最终给出山西发展低碳经济的政策建议。全文的研究分为以下几个部分: 第一部分是全文的导论,主要陈述碳足迹的研究背景及研究意义,列出了本文的研究思路与研究方法,介绍了有关于碳足迹的研究综述,并且对低碳经济的相关研究进行了总结分析。该部分为全文的开展做了铺垫。 第二部分是涉及碳足迹和发展低碳经济的相关理论,,介绍了一系列使经济建设和生态环境和谐发展的理论基础。 第三部分是研究区概况。本文选择以山西省为研究对象,对省域范围内的自然环境、社会经济以及资源状况进行了详细的描述。这部分还介绍了关于山西省设立“国家资源型经济转型综合配套改革试验区”的相关情况,在全省范围内进行了大规模的煤炭资源整合,这一举动对山西实现经济转型具有历史性的意义,预计能源消耗的碳排放量会因此而出现明显变化。 第四部分用碳足迹的概念和计算方法,利用山西省2000-2011年间的能源消耗数据,计算了研究区的碳排放量,并对相关指标进行了分析。计算结果表明,跟以往碳排放的高增长率相比,自2008年开始山西省的碳排放有了明显的转变,说明设立“国家资源型经济转型综合配套改革试验区”所进行的煤炭资源整合和地方政府所采取的减排措施起到了显著效果,跟预计的结果是吻合的。 第五部分是基于LMDI的能源利用碳足迹因素分解实证分析。从能源结构、能源强度、经济规模、人口等方面对山西省能源利用碳足迹进行因素分解,通过定量分析得出:能够使碳排放减少的主要因素是能源强度效应,其次是能源结构效应;导致碳排放增加的主要因素是经济规模效应,其次是人口规模的推动作用。 第六部分根据本文的实证分析结果,并结合山西省的资源环境状况,给出了发展低碳经济的政策建议:继续推进煤炭资源整合和煤炭企业兼并重组;合理改善能源结构,提高能源利用效率;调整产业结构,从资源依赖向创新驱动转型;积极开发新能源,大力研发低碳技术;完善节约能源和环境保护法律法规;建立长效机制,完善政策监管体制。
[Abstract]:Global warming and greenhouse gases such as carbon dioxide is an inevitable link, it has become the consensus of the international community, greenhouse gas emissions will continue to rise, the global warming is becoming increasingly serious, this problem in the future will bring severe challenges to the survival of the human environment. Under this background, to find effective ways of emission reduction the development of low-carbon economy is imperative.
Shanxi province is China's coal, as coal resources and equipment manufacturing base, has been walking "high carbon" development path, so in terms of energy saving with more pressure in recent years, the local government is committed to continuously explore and improve the ecological environment, to realize the economic transformation of Shanxi. In the central government and the State Council to encourage and support, established a "national resource-based economy comprehensive reform pilot area", which provides a great convenience for promoting the development of low carbon economy in Shanxi. This paper takes Shanxi Province as the research object, combined with the concept of carbon footprint and related theory, empirical analysis method of qualitative analysis and the combination of quantitative, consumption of carbon emissions in the range of province energy is studied and discussed, finally gives the Shanxi policy of the development of low carbon economy. The thesis is divided into the following parts:
The first part is the introduction, research background and research significance of the main statement lists the carbon footprint, research ideas and research methods of this paper, introduces the research on carbon footprint, and the related research on low carbon economy were summarized and analyzed. This part paves the way for the development of the full text.
The second part is related to the theory of carbon footprint and the development of low carbon economy, and introduces a series of theoretical foundations for the harmonious development of economic construction and ecological environment.
The third part is the overview of the study area. The paper selects Shanxi Province as the research object, the province within the scope of the natural environment, social economy and resource status are described in detail. This part also introduces the relevant situation of Shanxi Province set up a "national resource-based economy comprehensive reform pilot area, the coal large-scale integration of resources within the province, this move has historical significance for Shanxi to achieve economic transformation, expected carbon emissions of energy consumption will change significantly.
In the fourth part, the concept and calculation method of the carbon footprint of Shanxi province in the last 2000-2011 years, the energy consumption data of carbon emissions in the study area were calculated, and the related indexes were analyzed. The calculation results show that, with high growth rate compared to the previous carbon emissions since the beginning of 2008, Shanxi Province carbon emissions significantly "the change that the establishment of national resource-based economy comprehensive reform pilot area" the integration of coal resources and local governments have taken measures to reduce emissions played a significant effect, and the expected results are consistent.
The fifth part is the LMDI energy carbon footprint factor decomposition based on empirical analysis. From the energy structure, energy intensity, economic scale, population and other aspects of factors on the decomposition of energy utilization in Shanxi Province carbon footprint through quantitative analysis: mainly due to the reduction of carbon emissions in energy intensity effect, followed by the energy structure effect; the main factors leading to increased carbon emissions are the economies of scale effect, the second is the population size of the role.
The sixth part according to the results of empirical analysis, combined with the resource and environment in Shanxi Province, proposed the development of low carbon economy policy recommendations: continue to promote the integration of coal resources and coal enterprise mergers and acquisitions; reasonable to improve the energy structure, improving energy utilization efficiency; adjust the industrial structure, rely on the transition to innovation driven from actively developing new resources; energy, vigorously develop low-carbon technology; improve energy conservation and environmental protection laws and regulations; the establishment of long-term mechanism, improve the policy supervision system.
