产业技术创新战略联盟协同创新动力机制探索

【摘要】:作为一种新创新模式,产业技术创新战略联盟协同创新在全球范围内悄然兴起。我国产业技术创新战略联盟始于上世纪末,发展于2007年之后,现已升级为国家战略。文章以中国产业技术创新战略联盟协同创新动力机制为研究对象,在对相关文献及我国产业联盟发展现状梳理的基础上,指出产业技术创新战略联盟协同创新的内部动力主要由以企业、高校和科研机构为主体的利益驱动、资源互补、知识学习和组织制度等构成,外部动力主要由以政府和市场为主体的产业发展、政策支持、市场需求和行业竞争等构成。然后,运用协同学分析方法,发现联盟协同创新是复杂的自组织过程,这一过程受序参量——联盟创新协同度的制约,而联盟协同度高低受控制参量——联盟组织制度的影响。 为具体分析联盟协同度、联盟组织制度等因素对联盟协同创新的影响,文章构建演化博弈模型,发现联盟协同创新机制在长期内相当脆弱,其运行多数态趋于瓦解;只有联盟制度内生性地加速完善,联盟成员才能更积极主动地维持联盟稳定并持续创新。最后,文章认为提高联盟协同创新能力必须以加快完善联盟组织制度为出发点,不断提升联盟成员的战略协同度,保持联盟持续开放性和进退有序,强化他组织力量的发展。
[Abstract]:As a new innovation mode, the strategic alliance of industrial technological innovation has emerged quietly in the global scope. The strategic alliance of industrial technological innovation in China began at the end of 0th century and developed after 2007. It has been upgraded to a national strategy. This paper takes the cooperative innovation motive mechanism of China's strategic alliance of industrial technological innovation as the research object, and combs the relevant literature and the present situation of the development of China's industrial alliance. It is pointed out that the internal motive force of the strategic alliance of industrial technological innovation is mainly driven by the interests of enterprises, universities and scientific research institutions, resources complement each other, knowledge learning and organizational system, etc. The external motive force is mainly composed of industry development, policy support, market demand and industry competition with government and market as the main body. Then, by using the method of Synergetics analysis, it is found that alliance collaborative innovation is a complex self-organization process. This process is restricted by the order parameter-the degree of alliance innovation synergy, and the level of alliance synergy is influenced by the control parameter-alliance organization system. In order to analyze the influence of alliance synergy degree, alliance organization system and other factors on alliance collaborative innovation, this paper constructs an evolutionary game model, and finds that alliance cooperative innovation mechanism is very weak in the long run, and most of its running states tend to disintegrate. Only if the alliance system is improved endogenously, can the alliance members actively maintain the stability and continuous innovation of the alliance. Finally, the paper holds that the starting point of improving the alliance's cooperative innovation ability must be to speed up the improvement of the alliance's organizational system. To enhance the strategic synergy of alliance members, to keep the alliance open and orderly, and to strengthen the development of other organization.
