大同城市发展现状与转型对策探讨

【摘要】：资源城市怎样转型不仅是发展中的问题,更引起了全世界的学者们热议。真正意义上缓解经济的发展和资源的矛盾最直接的方式是,通过城市的转型最终达到经济成功转型,可持续发展的道路在资源型社会中得到真正的运用。大同是中国非常具有代表性的的资源型的城市,目前不是真正意义上的资源匮乏城市,但城市转型又迫在眉睫,并且做过很次转型尝试,这个决定必须依照大同市自己的实际情况,开发出自己的城市转型的套路。多年来,大同市努力进行城市改造,通过利用独特的资源、地理优势、旅游景观以及政治文化策略,让资源城市得到充分的转型,城市形象瞬间高大,无论在历史、科学还是文化方面都是举世闻名的城市。在城市进化的过程中,怎样构建金融文化区域,完成区域经济发展的重要战略,意义重大。此篇文章,对资源型城市做概括,分享了很多作者从各个角度出发的对资源型城市的解释,从理论与实际出发,将资源型城市的定义做了更深的论述。同时,首先由深入的对大同市的工业、第三产业的各项数据进行剖析,概括出大同当前产业发展现状以及产业布局特征,当前社会发展十分依附于煤炭资源,尽管煤炭产业是大同的独大产业,可是同时也使大同市经济发展产生了很大负效应,所以大同市的城市转型迫在眉睫。然后,通过对各地域市转型的成功经验分析,总结出大同市现时期应该采取培育新的主导产业,拉长煤与炭等各种矿产资源的组合,将城市的建设和城市改造必须努力相结合的结论。最后,就城市转型怎样成功从产业、环境和国家规划等方面提出了相应策略。行业方面,煤与炭的行业要积极主动的开展将化学工业与煤与炭相结合、煤与炭与建材与电力相结合、煤与炭与钢与铁的建造相结合、机器机械械的建设改造相结合的有关产业链；旅游的相关部门必须要更加加大宣传力度、多做广告,开展更加多的元素的旅游业,建立真正属于大同市自己的旅游文化形象。环保方面,把城市建设列为重中之重,改进投资环境、建立全新的用人制度以及从防治污染的方面开展策略。政治策略方面,国家以及山西为大同市出台的积极的优惠政策要落实实处,建立优化的产业发展策略和产业格局,努力推动城市转型。
[Abstract]:How to transform a resource city is not only a problem in development, but also a heated discussion among scholars all over the world. The most direct way to alleviate the contradiction between economic development and resources in the real sense is to achieve a successful economic transformation through the transformation of a city. The road of sustainable development has been used in the resource-based society. Datong is a representative resource-based city in China. At present, it is not a resource-deficient city in the real sense, but the urban transformation is imminent. And has made a lot of attempts at transformation. This decision must be based on the actual situation of Datong City and develop its own urban transformation routine. Over the years, Datong City has worked hard to carry out urban transformation, through the use of unique resources and geographical advantages. Tourism landscape and political and cultural strategies make resource city get full transformation, city image is instantly tall, both in history, science and culture are world-famous cities. In the process of urban evolution, It is of great significance to construct a financial and cultural region and to complete the important strategy of regional economic development. This article summarizes resource-based cities and shares many explanations of resource-based cities from various angles. Based on the theory and practice, the definition of resource-based city is discussed in depth. At the same time, the data of industry and tertiary industry in Datong city are analyzed. This paper summarizes the current industrial development status and industrial layout characteristics of Datong. The current social development is very dependent on coal resources. Although the coal industry is the only major industry in Datong, it also has a great negative effect on the economic development of Datong. Therefore, the urban transformation of Datong is urgent. Then, through the analysis of the successful experiences of the transformation of various regional cities, it is concluded that Datong should adopt the cultivation of new leading industries and lengthen the combination of various mineral resources, such as coal and coal, in the present period. Finally, the paper puts forward the corresponding strategies on how to successfully transform the city from the aspects of industry, environment and national planning. The industry of coal and carbon should take the initiative to combine chemical industry with coal and carbon, coal and carbon with building materials and electric power, coal with carbon with steel and iron, machine machinery with construction and transformation; The relevant departments of tourism must step up publicity, advertise more, carry out tourism with more elements, and establish a tourism cultural image that truly belongs to Datong City. In terms of environmental protection, we should make urban construction a top priority. To improve the investment environment, establish a new employment system and carry out strategies from the aspect of pollution prevention and control. In terms of political strategies, the positive preferential policies issued by the state and Shanxi for Datong City should be implemented in practice. Establish optimized industrial development strategies and industrial patterns, and strive to promote urban transformation.
