基于循环经济的规划环评指标体系研究

【摘要】:随着资源与环境问题迅速增长,可持续发展问题受到了世界各国的广泛重视,循环经济理念应运而生。规划环境影响评价(PEIA)作为战略环境影响评价(SEA)的重要内容,在评价区域可持续发展方面具有前瞻性意义,在国内得到广泛应用。将循环经济理念作为SEA的评价标准,不仅可以借助PEIA的法律效力将循环经济理念落实到规划的具体实践中,而且使PEIA更加注重资源的节约和废物的减量化。本文以循环经济与SEA理论为基础,结合太原市发展特点,建立了循环经济评价指标体系。指标体系主要包括5个部分:经济社会发展、资源减量化、资源综合利用、废物排放和生态环境质量指标。经济社会发展包括人均GDP、第三产业增加值占GDP的比重等指标;资源减量化包括万元GDP耗水量、万元GDP能耗、单位工业用地增加值指标;资源综合利用包括煤矸石利用率、城市生活垃圾无害化处理率、工业固废综合利用率等指标;废物排放指标包括机动车排气检测达标率、S02排放总量、COD排放总量等指标;生态环境质量指标包括空气污染综合指数、环境空气二级以上天数、地表水环境功能区水质达标率等指标。针对建立的指标体系,主要采用层次分析法确定了各项评价指标的权重值,并运用灰色关联分析法评价循环经济发展水平。最后本文以太原市国民经济与社会发展第十二个五年规划纲要(下称“十二五”规划)为实证,论证了循环经济评价指标体系的实用性和可操作性。结果表明:(1)目前太原市循环经济发展处于中等水平(0.4147),发展到2015年可以达到较高水平(0.6102)。(2)太原市在经济社会发展、资源减量化和资源综合利用方面有待于进一步提高。在规划后期及新一轮规划中,建议提高资源节约和综合利用效率,加快经济转型和三次产业结构调整。(3)建议适当提高城镇化率、人均公共绿地面积、万元GDP能耗指标、工业用水重复利用率等指标规划值;加强资源综合利用指标的发展力度,尤其要在转型发展过程中提高污水资源化利用率、煤矸石资源化利用率;在规划后期要重视对COD排放的控制;建议填补规划中工业固废处置率、环保投资占GDP比重等指标的空白。(4)提出引导煤炭、焦炭等重点行业循环经济发展;推进循环体系建设;增加科技投入;给予循环经济企业鼓励政策方面的建议。研究结果可以为太原市相关工作提供参考。
[Abstract]:With the rapid growth of resources and environmental problems, sustainable development has received wide attention in the world, came into being. The concept of circular economy planning environmental impact assessment (PEIA) as a strategic environmental impact assessment (SEA) is the important content in the evaluation of regional sustainable development prospective significance, has been widely used in China. The concept of circular economy as the evaluation standard of SEA, not only can practice with the help of PEIA the legal effect of the circular economy concept to planning, and make PEIA pay more attention to resource conservation and waste reduction. On the basis of circular economy and SEA theory, combined with the development characteristics of Taiyuan City, established the evaluation index system of circular economy index. The system mainly includes 5 parts: the economic and social development, reduction of resources, comprehensive utilization of resources, waste and ecological environmental quality index of economic and social. The development will include GDP per capita, third industrial added value accounted for the proportion of GDP index; reduction of resources including the yuan GDP water consumption, yuan GDP energy consumption per unit of industrial added value of land index; including the utilization of coal gangue comprehensive utilization of resources, city life garbage treatment rate, comprehensive utilization of industrial solid waste and other indicators; waste emissions indicators include motor vehicle exhaust compliance rate detection, S02 emissions, COD emissions index; index of ecological environment quality comprehensive index including air pollution, environmental air for more than two days, the surface water environment function area water quality compliance rate index. According to the established index system, using AHP to determine the weight of each the values of evaluation indicators, and using the method of grey correlation analysis to evaluate the development level of circular economy. The five year plan of Taiyuan national economy and social development twelfth The outline (hereinafter referred to as the "12th Five-Year plan") as an example, demonstrates the evaluation index system of circular economy, practicability and maneuverability. The results showed that: (1) the development of circular economy in Taiyuan city is in the middle level (0.4147), to 2015 reached higher level (0.6102). (2) in the economic development in Taiyuan city the use of social resources, reduction and resource comprehensive aspects need to be further improved. In the late stage of planning and a new round of planning, improve resource conservation and comprehensive utilization efficiency, accelerate economic transformation and the three industrial structure adjustment. (3) the appropriate recommendations to enhance the rate of urbanization, public green area per capita, yuan GDP energy consumption the index, industrial water recycling rate planning; strengthen efforts to develop indicators of resource utilization, especially to improve water resource utilization rate in the development process, coal gangue resource utilization rate in the planning; The attention should be paid to the COD emission control; industrial solid waste disposal rate is proposed to fill in the planning, environmental protection investment accounted for the proportion of blank GDP index. (4) proposed to guide the development of circular economy of coal, coke and other key industries to promote circular; system construction; increase investment in science and technology; circular economy enterprises are encouraged to give policy advice. The results can provide reference for Taiyuan related work.
