社区集体经济发展的政策保障研究

【摘要】：随着国家经济的稳定发展和城镇化水平的进一步推进，社区集体经济活动越来越活跃。社区集体经济作为城市经济的重要基础和原村民收入的主要来源，其发展路径和发展效益关乎群众切身利益和整个城市和社会的稳定，是全社会普遍关注的重大问题，对当前社会主义现代化建设具有十分重要的意义。但是要加快集体经济发展的步伐，需要因地制宜，制定与时代发展步伐相符的政策保障体系。论文以深圳市坪山新区为研究对象，主要对坪山新区的坑梓办事处进行了深入调研工作，对坪山新区近几年来社区集体经济发展的状况做了深度分析，重点对坪山新区近年来集体经济发展的资产与负债情况、收入与支出情况、居民分红与满意度调查情况、厂房面积与储备情况、人才引进与培养情况，并对这些经济现象做了分析，结合当地的社区集体经济发展状况，在对坪山新区集体经济发展的成功经验和经济发展中出现的问题及其原因进行分析的基础上，结合国家宏观经济发展的新趋势，提出了当前加强社区集体经济发展政策保障意在达到的四大目标，即在不断完善政策的同时，全面加强政策保障措施、从而不断发展集体经济，达到带动社会的发展的总目标。并且还提出了坚持借“制”发展、依“质”发展、融资发展、引智发展等原则，依靠积极的政策制度措施、注重发展质量，融合资金，并积极开发科学技术，引导社区集体经济的发展。与此同时，笔者在综合国内集体经济发展情况、并在调研分析的基础上，提出了强化社区集体经济发展政策保障的具体措施：深化体制政策，突破机制改革，加强集体资产管理，实施财务相互独立核算制度，健全集体资产的管理机构；强化技术政策，转变经济增长方式，做大做强物业经济，注重促成现有物业的转型升级，从单一的收租型向可以提供专业物业管理与服务的路径转变，介入发展投资风险较低的实业经济，逐步实现从“物业经济”单腿走路向“物业经济与实业经济”双腿走路的模式转型；注重财政政策，加强资金流转，建立政府财政补贴与社区集体经济共同负担户籍居民社保的保障机制，并减免土地税、房屋出租费等相关税费等；引入人才政策，注重人才效应，，完善人才培养机制，健全人才引进机制；因地制宜，不忽视其他政策，各个地区有自己的优势，充分利用自身资源建立符合当地集体经济发展的政策。
[Abstract]:With the steady development of national economy and the further development of urbanization, community collective economic activities are becoming more and more active. Community collective economy is the important foundation of urban economy and the main source of income of former villagers. Its development path and development benefit are related to the vital interests of the masses and the stability of the whole city and society. It is a major issue of universal concern to the whole society and is of great significance to the current socialist modernization drive. However, in order to speed up the development of collective economy, we need to adapt measures to local conditions and formulate a policy guarantee system that is in line with the pace of development of the times. The paper mainly investigates deeply the Hang Zi Office of Pingshan New District, and makes an in-depth analysis of the development of community collective economy in Pingshan New area in recent years, with emphasis on the assets and liabilities of the collective economic development in Pingshan New area in recent years. Income and expenditure, the survey of residents' dividends and satisfaction, the situation of workshop area and reserves, the introduction and training of talents, and the analysis of these economic phenomena, combined with the development of local community collective economy, On the basis of analyzing the successful experience of collective economic development in Pingshan New area and the problems and causes in economic development, and combining with the new trend of national macroeconomic development, This paper puts forward the four goals of strengthening the policy guarantee of community collective economic development, that is, while continuously perfecting the policy, we should comprehensively strengthen the policy guarantee measures so as to continuously develop the collective economy. To achieve the overall goal of promoting social development. It has also put forward the principles of adhering to the principles of "borrowing" development, "quality" development, financing development, and intellectual development, relying on active policy, institutional measures, paying attention to the quality of development, and integrating funds. And actively develop science and technology to guide the development of community collective economy. At the same time, the author synthesizes the development of domestic collective economy, and on the basis of investigation and analysis, The concrete measures to strengthen the policy guarantee of community collective economy development are put forward: deepening the system policy, breaking through the reform of mechanism, strengthening the collective asset management, implementing the independent accounting system of finance, and perfecting the management organization of collective assets; Strengthen the technical policy, change the mode of economic growth, make the property economy bigger and stronger, pay attention to promoting the transformation and upgrading of the existing property, change from a single type of rent collection to a path that can provide professional property management and services. Intervening in the development of industrial economy with low investment risk, gradually realizing the transition from "property economy" to "property economy" and "property economy and industrial economy" walking on both legs, paying attention to fiscal policy, strengthening the circulation of funds, To establish a guarantee mechanism for government financial subsidies and community collective economy to share the burden of social security for residents with household registration, and to reduce and reduce land taxes, housing rental fees, and other related taxes and fees; to introduce talent policies, to pay attention to the talent effect, and to improve the talent training mechanism, It is necessary to perfect the mechanism of introducing talents, adapt measures to local conditions, do not ignore other policies, each region has its own advantages, and make full use of its own resources to establish policies in line with the development of the local collective economy.
