浙江省主体功能区划分及政策研究

【摘要】:实施主体功能区战略是落实科学发展观的重要举措,是新时期区域发展和管理的重大创新。自党的十六届五中全会首次提出主体功能区概念后,党中央和国务院始终重视这项工作,国家“十一五”规划明确提出编制主体功能区规划,党的十七大要求推进形成主体功能区,十八大提出加快实施主体功能区战略,十八届三中全会提出坚定不移实施主体功能区制度。但由于主体功能区是个新生事物,学术界对主体功能区相关的研究还不多,有待进一步完善。且从实践层面看,以浙江省为对象研究主体功能区划分及政策,可为政府层面提供促进区域协调发展、人与自然和谐发展的新思路、新方法。 本文主要以浙江省为对象,通过实证分析、定量分析等方法,研究主体功能区划分的技术路线,明确评价的指标,提出主体功能区划分的相关方法,并形成浙江省主体功能区划分方案,研究提出推进形成主体功能区的财政、投资、产业、土地、人口、环境、绩效考核等差异化区域政策。通过上述研究,得出以下主要结论:1)功能区划分是推进形成主体功能区的基础,研究明确了主体功能区划分的10大指标,采用国土空间综合评价法、主导因素法和分层划区法提出浙江省主体功能区划分方案,作为推进形成主体功能区的基础;2)差异化政策和绩效考核是推进形成主体功能区的保障,研究根据浙江省主体功能区划分方案,提出推进形成主体功能区的财政、投资、产业、土地、人口、环境、绩效考核等差异化区域政策,可成为浙江省推进形成主体功能区的重要手段和保障。
[Abstract]:The implementation of the strategy of the main function area is an important measure to implement the scientific concept of development, and a major innovation in regional development and management in the new period. Since the concept of the main function zone was first put forward by the Fifth Plenary session of the 16th Central Committee of the Party, The CPC Central Committee and the State Council have always attached importance to this work. The 11th Five-Year Plan of the State has clearly proposed the formulation of a plan for the main functional areas, the 17th National Congress of the Party called for the formation of the main functional areas, and the 18th National Congress proposed to accelerate the implementation of the strategy of the main functional areas. The third Plenary session of the 18th CPC Central Committee proposed to firmly implement the system of subjective functional zones. However, due to the fact that the subject function areas are a new thing, there are few academic studies on the subject function areas, which need to be further improved. And from a practical point of view, Taking Zhejiang Province as the object of study, the division of main function areas and policies can provide new ideas and methods for promoting regional harmonious development and harmonious development between man and nature at the level of government. This article mainly takes Zhejiang Province as the object, through the empirical analysis, the quantitative analysis and so on method, studies the main body function area division technical route, definite appraisal index, proposes the main body function area division correlation method, And forms the main function area division plan of Zhejiang Province, studies and proposes the finance, the investment, the industry, the land, the population, the environment, the performance appraisal and so on differentiated regional policy which forms the main function area. Draw the following main conclusion: (1) functional areas are the basis for promoting the formation of the main functional areas. The 10 major indicators for the division of the main functional areas are studied and defined, and the comprehensive evaluation method of land and space is adopted. The dominant factor method and the stratified zoning method put forward the main function area division scheme of Zhejiang Province, which is the basis for the formation of the main function area. The differentiation policy and the performance appraisal are the guarantee to promote the formation of the main function area. According to the division scheme of main function areas in Zhejiang Province, the paper puts forward the differentiated regional policies of finance, investment, industry, land, population, environment, performance evaluation and so on. It can be an important means and guarantee for Zhejiang Province to promote the formation of main function area.
