新疆经济增长质量实证研究及对策建议

【摘要】：改革开放30年以来，中国经济增长迅速，但与此同时经济增长质量方面的问题日益凸显。随着资源环境恶化、贫富差距不断扩大、经济结构失调、城乡二元经济突出等问题形势严峻，人们逐渐将关注的目光从经济增长的数量转移到经济增长的质量。经济增长从数量型转变到质量型，是经济增长的必然过程。经济增长质量是增长过程中表现出来的国民经济的优劣程度，包括经济增长结构的优化、稳定性提高、福利分配的改善、资源利用效率的提高等。“十二五”期间，中国增长将从速度转向质量。本文借鉴国内外专家学者的研究成果，从统计的角度采用定性分析与定量分析相结合的方法对新疆经济增长质量进行评价分析，为新疆经济增长质量的提高提供理论依据和政策建议。首先，，在总结归纳了经济增长质量的相关范畴的基础上，对经济增长质量的概念进行了界定；其次，在论述了关于经济增长质量评价的理论之后，本文构建了经济增长质量评价的指标体系；然后，根据所构建的指标体系，本文选取了25个指标，从经济增长的结构、经济增长的稳定性、经济增长的福利变化与成果分配、资源利用和生态环境代价四个维度对新疆经济增长质量做进行分析，在研究新疆经济增长质量时，从横向上与中国其他省区进行了对比分析，并从纵向上研究了新疆西部大开发前后24年的经济增长质量变化状况。通过实证分析发现，新疆经济增长质量处于全国中下游水平，处于西部地区领先水平；新疆经济增长质量全国排序略高于经济增长数量的排名，二者比较一致；新疆西部大开发前后24年总体属于波动上升的状态，期间下降阶段和上升阶段较为明显，新疆经济增长质量受资源利用和生态环境代价的影响较大。通过对新疆经济增长质量4个维度方面的分析得出影响新疆经济增长质量的因素，从而针对这些影响因素提出相应的对策建议。
[Abstract]:After 30 years of reform and opening up, China's economy has grown rapidly, but at the same time, the quality of economic growth has become increasingly prominent. As the resources and environment deteriorate, the gap between the rich and the poor continues to widen, and the economic structure is unbalanced. The situation of urban and rural dual economy is serious. People are gradually shifting their attention from the quantity of economic growth to the quality of economic growth. It is an inevitable process of economic growth. The quality of economic growth is the quality of the national economy in the process of growth, including the optimization of the structure of economic growth, the improvement of stability, and the improvement of the distribution of welfare. During the twelfth five-year plan, China's growth will shift from speed to quality. Based on the research results of experts and scholars at home and abroad, this paper evaluates and analyzes the quality of economic growth in Xinjiang by combining qualitative analysis with quantitative analysis from the point of view of statistics. First, on the basis of summing up the relevant categories of economic growth quality, the concept of economic growth quality is defined. After discussing the theory of economic growth quality evaluation, this paper constructs the index system of economic growth quality evaluation, and then, according to the index system, this paper selects 25 indicators from the structure of economic growth. The stability of economic growth, welfare change and distribution of economic growth, resource utilization and eco-environmental cost are four dimensions to analyze the quality of economic growth in Xinjiang, while studying the quality of economic growth in Xinjiang. This paper makes a comparative analysis with other provinces and regions in China horizontally, and studies the change of economic growth quality in 24 years before and after the development of the western region of Xinjiang longitudinally. Through empirical analysis, it is found that the quality of Xinjiang's economic growth is at the level of the middle and lower reaches of the country and the leading level of the western region, and the ranking of the quality of Xinjiang's economic growth is slightly higher than the ranking of the quantity of economic growth, which is consistent with each other. The 24 years before and after the development of the western region of Xinjiang generally belong to a state of fluctuation and rise, and during the period of decline and rising, it is more obvious. The quality of Xinjiang's economic growth is greatly affected by the cost of resources utilization and ecological environment. Through the analysis of four dimensions of Xinjiang's economic growth quality, the factors affecting the quality of Xinjiang's economic growth are obtained. Accordingly, the corresponding countermeasures and suggestions are put forward in view of these influencing factors.
