“东北现象”与振兴之策

【摘要】：东北地区等老工业基地振兴战略实施十多年来,推动东北经济发展取得明显成效。然而近年来,随着我国经济进入新常态,东北经济下行压力持续增大。新一轮东北振兴遇到的困难和挑战,既有"三期叠加"等共性方面的原因,也有产业结构、体制机制等个性方面的原因,振兴东北老工业基地已到了爬坡过坎的关键阶段。多年来,东北地区增速明显放缓主要缘于人员外流、产业失衡、体制僵化、改革滞后、创新不足。实现新一轮东北振兴应深化改革、聚集人气、优化产业、城乡统筹、创新驱动、保护生态、改善民生、营造氛围、扩大开放。
[Abstract]:In the past ten years, the strategy of revitalizing the old industrial bases in Northeast China has achieved remarkable results in promoting the economic development in Northeast China.However, in recent years, as China's economy enters the new normal, the downward pressure of Northeast economy is increasing.The difficulties and challenges encountered in the new round of northeast revitalization are due to the common reasons such as "three phases superposition", as well as the individual reasons such as industrial structure, system and mechanism, etc. The revitalization of the old northeast industrial base has reached the critical stage of climbing the slope and crossing the ridge.For many years, the growth rate of Northeast region has slowed down mainly because of the outflow of people, the imbalance of industry, the rigidity of system, the lag of reform and the insufficiency of innovation.In order to realize the new round of northeast revitalization, we should deepen reform, gather people's popularity, optimize industry, coordinate urban and rural areas, promote innovation, protect ecology, improve people's livelihood, create atmosphere and expand opening up.
