山东省在“蓝”、“黄”战略背景下的产业集群研究

【摘要】：产业集群是现代产业发展的一种重要社会组织形式。山东省十分注重产业集群发展的问题,省政府于2008年对山东省加快产业集群发展提出了意见,2009年11月省政府对山东省中小企业产业集群发展做出规划,提出：“加快提高园区(基地)、企业载体集聚功能和资源要素配置效率,推动现代渔业、海洋工程建筑、海洋生态环保、海洋文化旅游、海洋运输物流等优势产业集群化发展”。近年来,我省的产业集群得到了迅猛的发展,并取得了一系列丰硕的成果,特别是对黄河三角洲高效生态经济区和东半岛蓝色经济区发展做出的规划被国务院相继批复,更是有力地促进了我省产业集群的快速发展。本文分析研究了山东省产业集群发展的现状,总结之前学者的研究和分析,研究了山东省产业集群发展的特征、动力机制和存在的问题,最后提出若干解决山东省产业集群发展存在问题的对策,具体有充分利用蓝色半岛经济区建设的契机,构建一体化的经济区域引进业务外包等现代产业组织的新理念,提高园区内产业集群度和技术水平提高政策支持的力度,大力培育山东省著名品牌尽快建立以企业为创新主体的产业集群创新体系加快构建国际合作机制,建立开放型的产业集群体系。
[Abstract]:Industrial cluster is an important form of social organization for the development of modern industry.Shandong Province attaches great importance to the development of industrial clusters. In 2008, the provincial government put forward opinions on accelerating the development of industrial clusters in Shandong Province. In November 2009, the provincial government made a plan for the development of industrial clusters of small and medium-sized enterprises in Shandong Province.This paper puts forward the following points: "quickening the efficiency of the park (base, enterprise carrier gathering function and resource element allocation), promoting modern fishery, ocean engineering construction, marine ecological environment protection, marine culture tourism,"Maritime transport logistics and other advantages of industrial cluster development.In recent years, the industrial clusters in our province have been developing rapidly, and a series of fruitful results have been obtained. In particular, the plans for the development of the efficient ecological economic zone of the Yellow River Delta and the blue economic zone of the East Peninsula have been approved by the State Council one after another.It also promotes the rapid development of industrial clusters in our province.This paper analyzes and studies the current situation of industrial cluster development in Shandong Province, summarizes the previous research and analysis of scholars, studies the characteristics, dynamic mechanism and existing problems of industrial cluster development in Shandong Province.Finally, it puts forward some countermeasures to solve the problems existing in the development of industrial clusters in Shandong Province. It has made full use of the opportunity of the construction of the Blue Peninsula Economic Zone to construct new concepts of modern industrial organizations such as the introduction of business outsourcing in integrated economic regions.To improve the degree of industrial cluster and the level of technology in the park, to improve the policy support, to cultivate the famous brands in Shandong Province, to establish the innovation system of industrial cluster with enterprises as the main body as soon as possible, and to accelerate the construction of the international cooperation mechanism.Establish an open industrial cluster system.
