基于“五种责任”的全国科技创新中心评价指标研究

【摘要】：2014年,北京被赋予建设全国科技创新中心的战略定位。本文以北京市科委提出的"五种责任"——科技创新引领者、高端经济增长极、创新创业首选地、文化创新先行区、生态建设示范城为研究视角,利用文献研究法和层次分析法构建基于"五种责任"的全国科技创新中心评价指标体系,包括一级指标5个,具体指标24个,并采用2010-2014年北京市相关数据,通过正向化处理和标准化处理等对指标进行了测算和分析。研究认为:北京市近五年"五种责任"担当呈现平稳上升态势,促进全国科技创新中心建设取得较好成效。其中,在科技创新引领者和高端经济增长极方面的责任担当较好,创新创业方面不断取得进步,但文化创新先行区和生态建设示范城指数增长较缓慢,需进一步加强科技与文化的融合及生态环境建设,以强化文化创新与生态示范方面的责任担当,从而全面促进全国科技创新中心的发展。
[Abstract]:In 2014, Beijing was given the strategic position to build a national scientific and technological innovation center.This paper takes the "five kinds of responsibilities" put forward by the Beijing Science and Technology Commission as the research perspective, such as the scientific and technological innovation leader, the high-end economic growth pole, the first choice for innovation and entrepreneurship, the cultural innovation first area, and the ecological construction demonstration city.The evaluation index system of National Science and Technology Innovation Center based on "five kinds of responsibilities" is constructed by using literature research method and analytic hierarchy process, including 5 first-grade indexes and 24 specific indicators, and the relevant data of Beijing from 2010 to 2014 are adopted.The index was measured and analyzed through forward processing and standardized treatment.The study shows that the "five kinds of responsibilities" in Beijing have increased steadily in the past five years, and promoted the construction of the National Science and Technology Innovation Center.Among them, the scientific and technological innovation leader and the high-end economic growth pole are responsible for better, innovation and entrepreneurship have made continuous progress, but the cultural innovation leading zone and ecological construction demonstration city index growth is slow.It is necessary to further strengthen the integration of science and technology with culture and the construction of ecological environment so as to strengthen the responsibility of cultural innovation and ecological demonstration so as to promote the development of the National Science and Technology Innovation Center in an all-round way.
