广东省知识产权发展水平及其对经济的贡献度研究

【摘要】：知识产权已经成为促进经济发展、产生经济效益的重要因素,自改革开放以来,我国不断加强知识产权保护力度,完善知识产权制度,形成了较为完善的知识产权法律法规体系,全社会的知识产权意识也逐步提高,知识产权综合能力得到了全面提升。但由于我国知识产权制度起步较晚,总体来说知识产权发展滞后于经济发展、科技发展和贸易发展,适逢我国经济发展转型期的到来,国家提出提高自主创新能力,发展知识密集型产业,推动经济增长方式由粗放型转变成集约型,建设创新型国家的目标,对于知识产权发展的要求更加具体。通过研究发现,首先,广东省知识产权发展水平位居全国前列,但其中也存在不少问题:知识产权发展质量不高,发明专利占专利比重较低;知识产权保护强度不足,立法层次上远远没有满足知识产权保护工作的需要,从政府到个人的知识产权保护意识不强;区域知识产权发展水平不均衡,珠三角地区知识产权发展水平突出,而东翼、西翼和山区知识产权发展水平较为落后等。其次,知识产权对经济增长有一定的影响,但这种影响在广东省不同经济区域和不同地市存在差异。本文对于广东省知识产权发展水平的分析及其对经济增长贡献度的分析,阐述了广东省知识产权发展的特点和不足之处,分析了广东省各地市知识产权发展水平,明确了现阶段广东省知识产权发展对经济增长的贡献度,对广东省有效贯彻《国家知识产权战略纲要》,促进知识产权与经济发展的良性互动,实现资源型经济转型具有一定的现实指导意义。
[Abstract]:Intellectual property rights have become an important factor in promoting economic development and generating economic benefits. Since the reform and opening up, China has continuously strengthened the protection of intellectual property rights and improved the intellectual property system.A relatively perfect system of intellectual property laws and regulations has been formed, and the whole society's awareness of intellectual property has been gradually improved, and the comprehensive capacity of intellectual property has been comprehensively enhanced.However, due to the late start of the intellectual property system in China, the development of intellectual property rights lags behind the economic development, the development of science and technology and the development of trade coincides with the arrival of the transition period of economic development in China, and the state proposes to improve the ability of independent innovation.The development of knowledge-intensive industries, the transformation of economic growth from extensive to intensive, and the goal of building an innovative country are more specific for the development of intellectual property rights.First of all, the level of development of intellectual property in Guangdong Province ranks among the top in the country, but there are also many problems: the quality of intellectual property development is not high, the proportion of invention patents is relatively low, and the intensity of intellectual property protection is insufficient.At the legislative level, it is far from meeting the needs of intellectual property protection, the awareness of intellectual property protection from government to individual is not strong, the level of regional intellectual property development is not balanced, the level of intellectual property development in the Pearl River Delta region is prominent, and the east wing,West wing and mountain area intellectual property development level is relatively backward and so on.Secondly, intellectual property has a certain impact on economic growth, but there are differences in different economic regions and cities in Guangdong Province.This paper analyzes the development level of intellectual property in Guangdong Province and its contribution to economic growth, expounds the characteristics and shortcomings of the development of intellectual property in Guangdong Province, and analyzes the development level of intellectual property in various cities in Guangdong Province.The contribution of intellectual property development to economic growth in Guangdong Province at the present stage is clarified, and the effective implementation of the National intellectual property Strategic outline in Guangdong Province and the promotion of benign interaction between intellectual property rights and economic development,The realization of resource-based economic transformation has a certain practical significance.
