云南省产业结构与产业竞争力变动对经济增长的影响研究

【摘要】：产业结构是指特定区域国民经济的各个产业部门的内部组成以及它们之间相互作用的经济联系。一个区域产业及其社会经济的发展情况取决于该区域产业结构的变化。而产业竞争力是特定的产业在特定的市场环境中展现出来的竞争力。其中,产业竞争力的比较依赖于空间差异。假如产业的发展环境都是全部一样的,产业发展的速度也是保持同步的,那么就无法去谈产业的竞争环境。因此,产业竞争力是指在研究区域之间以及在与区域外同类型产业的竞争中,特定区域的特定产业在发展过程中所体现出来的潜在的、在一定条件的刺激下能够发挥出来并能促进产业持续发展的能力。产业竞争力是衡量某区域的产业发展前景和后续能力的一种综合测度。云南省在“桥头堡”建设实施之前,通过相关地区的产业结构变动所推动的大规模、高速发展的经济发展所付出的代价巨大,云南省各经济区的产业结构调整缓慢和产业竞争力得不到提升导致相关区域的经济增长缓慢,继而导致这些区域没有产生更多更好的就业机会,农民进城毫无意义。大量农业人口难以融入城市社会,市民化进程滞后。产业和城市不能够紧密的融合到一起,产业和人口的集聚不一致,工业化的发展速度超过了城镇化等情况,这些都让城镇内部有了新的二元矛盾的出现,而日益严重的农村留守儿童、妇女和老人等问题,对于经济社会的发展而言也是十分不利的。而从区域经济协调发展的角度来看,云南省各经济区内部分工协作不够、产业集群效率不高,导致相关区域的产业竞争力低下;部分地区人口压力偏大,与综合承载能力之间的矛盾加剧;小城镇众多、规模不大、服务功能较为低下,这些因素都导致了云南省经济社会和生态环境成本的增加。本文在结合前人的研究和对当前云南省社会经济发展现状的基础上,提出产业结构与产业竞争力的基本含义,总结并分析国内外产业结构变动与产业竞争力变动对经济增长的影响的相关理论与方法,并以《云南新型城镇化规划(2014-2020年)》中六大城市群所处的行政区位为研究区域,从云南省六大经济区产业结构变动的角度出发,使用偏离—份额分析法对云南省各经济区自“西部大开发”战略提出以来的产业结构变动和产业竞争力变动对相关区域经济增长的影响进行研究。本文最终得出结论:一个区域的产业结构和产业竞争力是不断变动的,需要根据经济的发展进行合理调整。云南省各个地区产业的发展受地理位置的限制存在较大差距,现在亟待统筹各方面资源、实现合理规划,努力缩小差距,建立起长效发展机制,将整体提高到更高水平。
[Abstract]:The industrial structure refers to the economic contact interaction between the various industry sectors in specific areas of national economy as well as their internal composition. A regional industrial development and its social and economic situation depends on the regional industrial structure changes. And the competitiveness of industries is a specific industry show in specific market environment competitiveness. Among them, comparison rely on industrial competitiveness in the spatial differences. If the development of the environmental industry are all the same, the speed of industrial development is synchronized, so do not talk about industry competition environment. Therefore, industry competitiveness is defined in the study region and between the region and the same type of competition in the industry, specific industry specific the area is reflected in the development process of the potential to play out, and can promote the ability of sustainable development of the industry in a certain stimulus. Industrial competitiveness is a comprehensive measure of a regional industrial development prospects and follow-up ability. In Yunnan Province before the "bridgehead" construction, the industrial structure changes in related areas to promote the rapid development of large-scale, pay the cost of economic development, industrial structure adjustment of the economic zone of Yunnan province and slow industry not related to enhance the competitiveness of regional economic growth is slow, resulting in these areas did not produce more and better employment opportunities for farmers, a large agricultural population is meaningless. It is difficult to integrate into the city society, the public process lag. The industry and the city can not close together, industry and population agglomeration, development speed the industrialization of over urbanization, all of these make the town a new two yuan internal contradictions appear, and increasing rural left behind Children, women and the elderly, for economic and social development is also very unfavorable. From the regional economic coordinated development perspective, the economic zone of Yunnan Province internal division of labor is not enough, the industrial cluster efficiency is not high, resulting in regional industrial competitiveness is low; the population pressure in some areas is too large, and the comprehensive capacity the contradiction between the ability of increasing; many small towns, small scale, the service function is low, these factors have led to the increase in the cost of economic society and ecological environment in Yunnan province. In this paper, combined with previous studies and the development of social economy in Yunnan Province on the basis of the current situation, put forward the basic meaning of industrial structure and industrial competitiveness, summary and the relevant theoretical analysis of the impact on economic growth and the method of domestic and foreign industrial structure and industrial competitiveness changes, and to the planning of the new town in Yunnan (2014-202 < 0) the administrative location six big city group > as the study area, starting from the change of industrial structure of the six major economic regions in Yunnan Province, using the shift share analysis method of the economic zone of Yunnan province since the western development "strategy of industrial structure change and change of industrial competitiveness effect of regional economic growth. This paper finally draws the conclusion: the industrial structure and industrial competitiveness of a region is constantly changing, needs to be adjusted according to the economic development. There is a big gap between the development of various regions of industry in Yunnan province are limited by the geographical position, now need to co-ordinate all aspects of resources, realize the rational planning, efforts to narrow the gap, to establish a long-term development mechanism, will improve to a higher level.
