江西省绿色发展区划研究

【摘要】:绿色发展是指均衡的发展、节约的发展、清洁的发展、循环的发展、安全的发展。区划是区域管理与发展的基础,科学合理的区划是实现经济社会、自然资源、生态环境三大效益有机统一的关键。如何在区划中融入经济、生态、自然、资源等因素,使得区划对区域绿色发展起到关键的指导作用是区划研究的重点,也是绿色发展区划致力于解决的问题。本文针对已有区划综合性较弱、重生态保护理念、轻绿色发展思路的特点,将面临“绿色崛起”、“生态文明先行示范区”和“生态文明试验区”的新形势,需实现从以“治山、治江、治湖、治穷”的应急抢救型为主的生态治理模式,转变为“富山、富水、富民、强生态”的减压增效型为主的可持续发展模式的江西省作为研究区域,遵循区划原则与理论,使用地理学综合区划方法,运用GIS等技术手段,基于江西省地形、地貌、生态、农业、林业、草业、湿地、经济、旅游等空间数据,建立定性与定量、生态与经济、全面与重点相结合的指标体系,评价各研究单元的发展条件与方向,科学划分了4类一级区、17类二级区和51类三级区。首次实现以绿色发展为目标,以县域资源及其发展优势为基础,以各单元绿色发展途径为出口的绿色发展区划。区划结果有助于明确各县绿色发展方向,便于指导资源的优化利用与产业的合理布局,并可为推进江西省生态环境保护和可持续发展提供科学依据。基于区划结果,布置适宜的发展模式。以求进一步提高区划结果的使用与指导价值,发挥区划与模式的综合作用。研究取得的主要成果如下:1)探索建立绿色发展区划指标体系:整理分析江西省地形、地貌、生态、农业、林业、草业、湿地、经济、旅游等空间数据,遵循定性与定量、生态与经济、全面与重点相结合的原则选取指标,最终建立了包含44项指标在内的绿色发展区划指标体系,指标涵盖江西省自然条件、社会经济、生态环境三方面。2)在一级区划中,根据地形、地貌、生态条件将江西省划分为江河源区、低山丘陵区,河谷平原区及鄱阳湖平原区,有利于促进江西省在新形势下的战略制定及流域分区管理。3)在二级区划中,建立相应的指标,评价各县的发展条件,最后按照生态系统类型将其划分为农业、林业、湿地、草地、城镇,这可为评价各县的发展资源及方向提供科学依据,推进经济与环境保护协同发展。4)在三级区划中,将各研究单元的生态系统类型进行细化,提出各研究单元生态与发展相结合的具体发展方向。另一方面,为充分利用江西省的绿色生态资源,科学评价了各地区的生态旅游资源,科学划定出生态服务业重点发展区。5)总结和提炼农业、林业、草业、湿地方面的典型模式,并在区划结果基础上,将其落地到具体地块区域。实现模式在适宜区域的推广应用,进一步提高了区划及模式的综合作用。
[Abstract]:Green development refers to balanced development, economical development, clean development, circular development, and safe development. Regionalization is the basis of regional management and development, and scientific and reasonable regionalization is the key to realize the organic unification of economic, social, natural resources and ecological environment benefits. How to integrate the factors of economy, ecology, nature and resources into the regionalization makes the regionalization play a key role in guiding the regional green development, which is also the key point of the regionalization research and the problem that the green development regionalization devotes to solve. In view of the characteristics of the existing regionalization, which is relatively weak in comprehensiveness, emphasis on ecological protection and light on green development, this paper will face the new situation of "green rise", "ecological civilization first demonstration area" and "ecological civilization experimental area". It is necessary to change the ecological management model from "governing mountains, rivers, lakes and poor people" to "rich mountains, rich water, rich people, rich mountains, rich water, rich people," Jiangxi Province, as a research area, follows the principle and theory of regionalization, uses the comprehensive regionalization method of geography, uses GIS and other technical means, based on the topography, geomorphology and ecology of Jiangxi Province. Agricultural, forestry, grassland, wetland, economy, tourism and other spatial data, the establishment of qualitative and quantitative, ecological and economic, comprehensive and integrated with the focus of the index system, evaluation of the development conditions and direction of each research unit, Scientific division is divided into 4 types of first-class areas 17-class-2-and 51-class-3-zones. It is the first time to realize the green development regionalization based on the county resources and its development advantages and the green development way of each unit as the export target for the first time. The results of regionalization are helpful to clarify the direction of green development in each county, to guide the optimal utilization of resources and the rational distribution of industry, and to provide scientific basis for the promotion of ecological environment protection and sustainable development in Jiangxi Province. Based on the results of the division, the appropriate development model is arranged. In order to further improve the use and guiding value of regionalization results, give play to the comprehensive role of regionalization and model. The main achievements of the study are as follows: 1) exploring the establishment of an index system for the division of green development: sorting and analyzing the terrain, geomorphology, ecology, agriculture, forestry, grass industry, wetland, economy, tourism and other spatial data in Jiangxi Province, following the qualitative and quantitative analysis. The index system of green development regionalization, which includes 44 indexes, is established, which covers the natural conditions and social economy of Jiangxi Province. According to the topography, geomorphology and ecological conditions, Jiangxi Province is divided into river source region, low hill region, valley plain region and Poyang lake plain area. It is beneficial to promote the strategic formulation and watershed zonation management in Jiangxi Province under the new situation. In the secondary regionalization, the corresponding indexes are established, and the development conditions of the counties are evaluated. Finally, they are divided into agriculture, forestry and wetland according to the type of ecosystem. Grassland, town, which can provide scientific basis for evaluating the development resources and direction of each county, promote the coordinated development of economy and environmental protection .4) in the three-level regionalization, the ecosystem types of each research unit can be refined. The specific development direction of the combination of ecology and development of each research unit is put forward. On the other hand, in order to make full use of the green ecological resources of Jiangxi Province, the ecotourism resources of various regions are scientifically evaluated, and the key development area of ecological service industry. 5) the typical models of agriculture, forestry, grass industry and wetland are summarized and refined. And on the basis of the results of the division, it falls to the specific block area. The extension and application of the pattern in the suitable area further improves the comprehensive function of the regionalization and the model.
