广东现代渔港经济区建设发展对策研究

【摘要】：广东是我国的海洋和渔业大省,建设海洋与渔业强省既有坚实的历史基础,更是现实的迫切需要。渔港经济区的建设正是广东实现海洋经济强省目标的切入点。虽然近年来关于渔港建设的一系列议案工程已经使大多数渔港条件得到明显改善。但是存在很多问题,离现代渔港经济区的要求差距很大。因此,开展广东现代渔港经济区建设发展对策,有重要意义。本研究集成了多种理论和方法,探讨了渔港经济区的建设发展状况,构建了建设发展评价模型,并进行实证研究。结果证明,模型对广东省渔港经济区的建设发展的现状解析性强,易于操作,对于渔港经济区的建设发展具有很强的实际意义和实用价值。本研究结论如下:(1)为了进行广东渔港经济区建设发展的现状分析;本文在查询众多资料的基础上分析了广东渔港经济区建设条件现状,得出了广东省海洋自然资源丰富,国民经济雄厚,海洋产业基础良好,海上通道便利,区位优势突出,建港条件优越,渔港基础较好等优势;得出了鱼港经济区发展水平高,外向型程度高,沿海社会经济发达,经济发展空间广阔,广东渔港经济区发展模式多样化等。分析表明了广东渔港经济区有较好的建设发展条件和基础。(2)基于驱动力的渔港经济区建设发展评价模型的建立。以DSR模型为基础,融合了解析结构模型+层次分析模型+模糊评判模型,以7个要素层指标为约束条件,利用20个指标构建评价模型。对渔港经济区影响因子构建解析结构模型,得出为五层次。最后,进行了指标权重的实证计算,渔港码头长度、渔港建设维护总投资、发展模式多样化程度是层次总排序数值最高的两个指标,分别为0.1111、0.1334和0.1667。(3)利用模糊评判法对广东渔港经济区建设发展开展了评价,经过计算得出评价的结果为2.0353,说明了目前广东渔港经济区尚处于建设发展尚未达到好等级的阶段。而三大产业比例、标准渔港数量、生态目标等则是影响广东渔港经济区建设发展的最主要因子。因此,广东渔港经济区建设发展所存在的主要问题为:渔港设施不完善,建设标准过低,安全隐患突出,资金投入多但不能满足目前的建设发展需要等;渔港经济区内部出现了渔区渔民出现返贫现象、海洋渔业资源严重衰退、渔区产业化水平低等问题。针对问题提出了强化政府公共管理和服务理念、科学制定渔港布局及其经济区总体规划、增加对渔港经济区基础设施建设的投入、按照实际选择渔港经济区发展模式等多种对策,加快建设发展。
[Abstract]:Guangdong is one of the major marine and fishery provinces in China. The construction of strong marine and fishery provinces has not only a solid historical foundation, but also a realistic and urgent need. The construction of fishing port economic zone is the starting point for Guangdong to realize the goal of strong marine economy. Although in recent years a series of proposed projects on the construction of fishing ports have significantly improved the conditions of most fishing ports. However, there are many problems, from the requirements of the modern fishing port economic zone wide gap. Therefore, it is of great significance to carry out the construction and development countermeasures of Guangdong modern fishing port economic zone. This study integrates many theories and methods, discusses the construction and development of the fishing port economic zone, constructs the evaluation model of the construction development, and carries on the empirical research. The results show that the model is of great practical significance and practical value for the construction and development of the fishing port economic zone of Guangdong Province. The conclusion of this study is as follows: (1) in order to analyze the present situation of the construction and development of Guangdong Fishery Port Economic Zone, this paper analyzes the present conditions of Guangdong Fishery Port Economic Zone on the basis of many data, and concludes that Guangdong Province is rich in marine natural resources. Strong national economy, good foundation of marine industry, convenient sea passage, prominent location advantage, superior conditions of port construction, good foundation of fishing port, etc., it is concluded that the development level of Yugang economic zone is high, the degree of extroversion is high, and the coastal social economy is well developed. The economic development space is broad, Guangdong fishing port economic zone development pattern diversification and so on. The analysis shows that Guangdong Fishery Port Economic Zone has better conditions for construction and development and the establishment of evaluation model based on driving force for the construction and development of Guangdong Fishery Port Economic Zone. Based on the DSR model, the analytic structure model is integrated into the analytic hierarchy process model and the fuzzy evaluation model is constructed by using seven factor layer indexes as the constraint conditions and 20 indexes as the constraint conditions. An analytical structural model is constructed for the influence factors of the fishing port economic zone, and five levels are obtained. Finally, the empirical calculation of index weight is carried out. The length of fishing port terminal, the total investment of fishing port construction and maintenance, the degree of diversification of development mode are the two indexes with the highest total ranking value. The fuzzy evaluation method is used to evaluate the construction and development of Guangdong Fishery Port Economic Zone. The result of calculation is 2.0353, which shows that Guangdong Fishery Port Economic Zone is still in the stage of construction and development that has not yet reached a good grade. The proportion of three major industries, the number of standard fishing ports and ecological objectives are the most important factors affecting the construction and development of Guangdong Fishery Port Economic Zone. Therefore, the main problems in the construction and development of Guangdong Fishery Port Economic Zone are as follows: the construction standard of fishing port is not perfect, the construction standard is too low, the hidden danger of safety is prominent, the capital investment is much but can not meet the needs of the present construction and development. In the fishing port economic zone, the fishermen in the fishing area return to poverty, the marine fishery resources decline seriously, and the industrialization level of the fishing area is low. Aiming at the problems, the paper puts forward the idea of strengthening the government's public management and service, scientifically drawing up the layout of fishing ports and the overall plan of the economic zone, and increasing the investment in the infrastructure construction of the fishing port economic zone. According to the actual choice of fishing port economic zone development model and other countermeasures to speed up the construction and development.
