基于措施与目标的区域创新政策协同性评价研究

【摘要】：区域创新政策是一个综合的政策体系,包含多类型的政策,这些区域创新政策是否相互协调、有机配合,协调配合的程度如何,怎样提升区域创新政策的协同性等,是公共政策学者和政策制定者共同面临的问题,由此,区域创新政策协同性评价具有重要意义。现有创新政策协同研究对创新政策协同的重要性和机制进行了充分讨论,但进行协同性评价的研究较少,并且现有的少量创新政策协同性评价研究,在评价指标和评价方法两方面有待改进和完善。论文基于措施和目标,改进现有评价指标和评价方法,建构了区域创新政策协同性分析模型,对区域创新政策协同程度进行评价。首先,基于经济学思想,创新活动的发展受到供给、需求和环境三方面的约束,按照区域创新政策措施对创新活动产生作用的层面不同,将区域创新政策措施分为供给导向型、需求导向型和环境支持型三大类,具体包括十二项细分类别。基于过程理论,通过对创新活动的整个生命周期的分析,将区域创新政策目标分为五项,即自主创新、知识产权保护、技术引进、资金引进和科技成果转化。其次,阐述了区域创新政策措施和目标的操作化定义和赋值标准,将区域创新政策措施与目标进行量化。再次,发展了区域创新政策措施和目标年度值计量指标,通过区域创新政策措施年度值指标,可对区域创新政策制定主体在各年度对各项区域创新政策措施的使用情况进行分析;通过区域创新政策目标年度值指标,可对区域创新政策制定主体在各年度对各项区域创新政策目标的重视程度和政策促进力度进行分析。最后,将经济学中研究协同程度的协同度函数应用于区域创新政策协同度计算,建构了区域创新政策措施间和目标间协同度计量指标,可对各年度区域创新政策措施间两两协同程度和目标间两两协同程度进行分析。此外,论文以安徽省为例,应用所建构的分析模型,进行安徽省创新政策措施间和目标间协同性分析,并提出了关于安徽省创新政策制定的政策建议。研究的主要贡献包括四点,第一,进行了区域创新政策协同性评价研究,完善了区域创新政策协同研究。第二,基于政策措施和政策目标,完善了创新政策协同的评价指标。第三,将经济学领域协同程度计算方法应用于区域创新政策协同度计算,改进了创新政策协同的评价方法。第四,对指导政府等公共部门评价区域创新政策协同程度,提升区域创新政策制定的科学性,形成高效创新政策体系具有重要意义。
[Abstract]:Regional innovation policy is a comprehensive policy system, including various types of policies, whether these regional innovation policies coordinate with each other, organically cooperate, how to coordinate the degree of coordination, how to enhance the synergy of regional innovation policies, etc. It is a common problem faced by public policy scholars and policy makers. Therefore, regional innovation policy synergy evaluation is of great significance. The importance and mechanism of innovation policy synergy have been fully discussed in the existing research on innovation policy synergy, but there are few researches on synergy evaluation, and a small number of existing research on innovation policy synergy evaluation. The evaluation index and evaluation method need to be improved and improved. Based on the measures and objectives, this paper improves the existing evaluation indexes and evaluation methods, constructs a regional innovation policy synergy analysis model, and evaluates the degree of regional innovation policy synergy. Firstly, the development of innovation activities is restricted by three aspects: supply, demand and environment. According to the different levels of the effects of regional innovation policies and measures on innovation activities, the regional innovation policy measures are classified as supply-oriented. Demand-oriented and environmental support three categories, specifically including 12 subcategories. Based on the process theory and through the analysis of the whole life cycle of the innovation activities, the regional innovation policy objectives are divided into five items, namely, independent innovation, intellectual property protection, technology introduction, capital introduction and transformation of scientific and technological achievements. Secondly, the operational definition and assignment criteria of regional innovation policy measures and objectives are expounded, and the regional innovation policy measures and objectives are quantified. Thirdly, the regional innovation policy measures and target annual value measurement indicators are developed, and through the regional innovation policy measures annual value indicators, The use of regional innovation policy measures by regional innovation policy makers in each year can be analysed; through the annual value indicators of regional innovation policy objectives, It is possible to analyze the importance and promotion of regional innovation policy by the main body of regional innovation policy in each year. Finally, the synergetic degree function of research synergy in economics is applied to the calculation of regional innovation policy synergy, and the index of synergy between regional innovation policy measures and objectives is constructed. The degree of synergy between regional innovation policies and measures and the degree of synergy between objectives can be analyzed. In addition, the paper takes Anhui Province as an example, applies the analysis model, carries on the synergy analysis between the innovation policy measures and the goal in Anhui Province, and puts forward the policy suggestions on the innovation policy formulation of Anhui Province. The main contributions of the research include four points. Firstly, the research on regional innovation policy synergy evaluation is carried out to perfect the regional innovation policy synergy research. Secondly, based on policy measures and policy objectives, the evaluation index of innovation policy synergy is improved. Thirdly, the method of calculating the degree of synergy in the field of economics is applied to calculate the degree of synergy of regional innovation policies, and the evaluation method of synergy of innovation policies is improved. Fourth, it is of great significance to guide the government and other public departments to evaluate the degree of synergy of regional innovation policies, improve the scientific nature of regional innovation policy formulation, and form an efficient innovation policy system.
