长江经济带区域创新能力对区域经济增长影响的研究

【摘要】：区域创新能力已经成为区域经济发展的核心力量,对区域经济增长、区域产业结构升级和区域竞争力的提升都有促进作用。区域创新能力对区域经济增长影响的研究一直受到学者的广泛关注。长江经济带是我国三大国家经济战略规划之一,对于有效扩大内需、调整区域产业结构、促进经济稳定增长具有重要意义,国家将把长江经济带打造成为东中西互动合作的协调发展带、沿海沿江沿边全面推进的对内对外开放带和生态文明建设的先行示范带。但是,由于区域性特征,不同区域的区域创新能力和区域经济存在较大差异,因此,对长江经济带的区域创新能力对区域经济增长的影响进行深入研究具有一定重要的意义。本文以区域经济学和新经济增长理论等为理论依据。首先,界定了区域创新能力的概念和构成要素,梳理了区域创新能力及其对区域经济增长影响的相关文献;其次,分析了区域创新能力对区域经济增长的影响机制和长江经济带区域创新能力对区域经济增长影响的现状;再次,从环境、投入、产出和绩效四个方面分别构建了区域创新环境水平、区域创新投入能力水平、区域创新产出能力水平和区域创新绩效水平四个维度的长江经济带区域创新能力评价体系;然后,运用因子分析法对2007—2015年长江经济带11个省市的区域创新能力进行了测算,得到了长江经济带各省市区域创新能力综合得分;最后,将得到的综合得分作为指标带入柯布—道格拉斯生产函数进行实证检验。通过以上的理论分析、现状分析和实证检验,可以得出,长江经济带各省市的区域创新能力存在较大差异,2015年,江苏、上海和浙江的区域创新能力位列前三,江西、云南和贵州排名靠后;长江经济带、下游、中游和上游的区域创新能力对区域经济增长都有明显的促进作用,但是对经济增长的影响程度存在较大差异,长江经济带和下游的影响程度高,上游次之,中游最弱。结合结论和长江经济带区域创新能力的现状,本文对长江经济带、下游、中游和上游的区域创新能力的提升提出了相应的对策建议,以充分发挥区域创新能力对区域经济增长的促进作用。
[Abstract]:Regional innovation ability has become the core force of regional economic development, which can promote the regional economic growth, the upgrading of regional industrial structure and the promotion of regional competitiveness. The research on the impact of regional innovation ability on regional economic growth has been widely concerned by scholars. The Yangtze River Economic Zone is one of the three major national economic strategic plans in China. It is of great significance to effectively expand domestic demand, adjust the regional industrial structure, and promote the stable growth of the economy. The state will build the Yangtze River economic belt into a coordinated development zone for the interactive cooperation between East and West, a comprehensive opening zone along the coast along the Yangtze River, and a leading demonstration belt for the construction of ecological civilization. However, because of the regional characteristics, the regional innovation ability and regional economy are different in different regions. Therefore, it is of great significance to study the impact of regional innovation capability on regional economic growth in the Yangtze River economic belt. This article takes the regional economics and the new economic growth theory and so on as the theoretical basis. First of all, it defines the concept and elements of regional innovation ability, combs the relevant literature on regional innovation ability and its impact on regional economic growth. This paper analyzes the influence mechanism of regional innovation ability on regional economic growth and the current situation of regional innovation ability on regional economic growth in the Yangtze economic belt. Four aspects of regional innovation environment level, regional innovation input ability level, regional innovation output ability level and regional innovation performance level are constructed in the four aspects of regional innovation environment level, regional innovation output ability level and regional innovation performance level. This paper calculates the regional innovation ability of 11 provinces and cities in the Yangtze River Economic Belt from 2007 to 2015 by using the factor analysis method, and obtains the comprehensive score of the regional innovation ability of the provinces and cities in the Yangtze River Economic Belt. The synthetic score is used as an index to test the Cobb-Douglas production function. Through the above theoretical analysis, current situation analysis and empirical test, it can be concluded that there are great differences in the regional innovation ability of provinces and cities in the Yangtze Economic Belt. In 2015, Jiangsu, Shanghai and Zhejiang ranked first three in the regional innovation ability. Yunnan and Guizhou are at the bottom of the rankings; the regional innovation capabilities of the Yangtze economic belt, the lower reaches, the middle reaches and the upper reaches all have a significant role in promoting regional economic growth, but the degree of influence on economic growth is quite different. The Yangtze River economic belt and the lower reaches of the impact is high, followed by the upper reaches, the weakest in the middle. Combined with the conclusion and the present situation of the regional innovation ability of the Yangtze River economic belt, this paper puts forward the corresponding countermeasures and suggestions for the promotion of the regional innovation ability of the Yangtze economic belt, the lower reaches, the middle reaches and the upper reaches. In order to give full play to regional innovation ability to promote regional economic growth.
