中国新型城镇化与绿色经济协调发展评价研究

【摘要】：改革开放以来,我国城镇化取得了令人瞩目的进展,但是由于过度追求增长速度,忽视发展质量,我国开始出现逆城市化现象。城镇化和经济的可持续发展都受到影响。而发展新型城镇化可以解决这一问题。发展新型城镇化,就需要在增长速度和发展质量之间找到平衡点,这与绿色经济的核心理念具有内在一致性。但是,通过文献梳理,发现针对这一方面的研究非常鲜见,现有的少量研究也多有其侧重点。基于以上背景,本文在理论分析基础上,以全国各省(市、自治区)为样本,基于新型城镇化和绿色经济协调发展的理论机制,运用耦合协调度模型对各样本协调发展水平进行定量研究,分析评价各省(市、自治区)协调发展水平以及省级差距,弥补同类研究的不足。然后,基于研究结论,为提高协调发展水平提出可行、有效的对策建议。本文研究分两大步:第一步,理论研究。运用文献分析法,梳理相关文献、对其进行比较研究、归纳总结,完成新型城镇化内涵、绿色经济内涵、新型城镇化与绿色协调发展理论机制的理论研究。第二步,实证研究。构建综合评价函数分别对新型城镇化发展水平、绿色经济发展水平进行测度,在此基础上,构建耦合协调度模型,对二者协调发展水平进行评价,进一步构建o收敛性分析模型,进行省级差距分析。实证研究主要结论为:首先,2005-2014年间,全国各省(市、自治区)的新型城镇化发展水平和绿色经济发展水平逐步提高,但是存在区域发展不均衡现象,绿色经济发展进程始终落后于新型城镇化;新型城镇化和绿色经济协调发展水平也在逐步提高,但是协调发展水平仍有提高空间,同时,也存在区域发展不均衡现象。其次,一方面,各省(市、自治区)之间协调发展水平的差距越来越小,出现收敛趋势;另一方面,各省(市、自治区)之间仍然存在差距,且差距较为明显。
[Abstract]:Since the reform and opening up, China's urbanization has made remarkable progress, but due to the excessive pursuit of growth rate, ignoring the quality of development, China began to appear the phenomenon of anti-urbanization. Urbanization and sustainable economic development are affected. The development of new-type urbanization can solve this problem. To develop a new type of urbanization, we need to find a balance between growth speed and development quality, which is consistent with the core idea of green economy. However, through literature review, it is found that the research on this aspect is very rare, and a small number of existing studies have their own focus. Based on the above background, on the basis of theoretical analysis, this paper takes all provinces (cities and autonomous regions) as samples, based on the theoretical mechanism of coordinated development of new urbanization and green economy. The coupling coordination degree model is used to quantitatively study the coordinated development level of each sample and to analyze and evaluate the coordinated development level of provinces (cities and autonomous regions) as well as the provincial gap to make up for the deficiency of the similar research. Then, based on the conclusions of the study, feasible and effective countermeasures and suggestions are put forward to improve the level of coordinated development. This paper is divided into two major steps: the first step, theoretical research. Using the method of literature analysis, combing the relevant documents, the comparative study, summing up, completing the new urbanization connotation, green economy connotation, new type urbanization and green coordinated development theoretical mechanism of theoretical research. The second step is empirical research. A comprehensive evaluation function is constructed to measure the development level of new urbanization and green economy respectively. On this basis, a coupling coordination degree model is constructed to evaluate the level of coordinated development between the two. Further build o-convergence analysis model and carry out provincial gap analysis. The main conclusions of the empirical study are as follows: first, from 2005 to 2014, the development level of new urbanization and green economy in all provinces (municipalities and autonomous regions) in China gradually increased, but the regional development was uneven. The development of green economy has always lagged behind the new urbanization, and the level of coordinated development of new urbanization and green economy has been gradually improved, but there is still room for improvement in the level of coordinated development. At the same time, there is imbalance in regional development. Secondly, on the one hand, the gap of coordinated development level between provinces (cities, autonomous regions) is becoming smaller and smaller, and the trend of convergence; on the other hand, there is still a gap between provinces (cities and autonomous regions), and the gap is more obvious.
