【摘要】：贫困是一个全球性的经济发展问题,我国的贫困问题亦是制约经济社会发展的重大问题。由于历史、制度、地理环境、自然条件等因素的制约,我国长期处于较贫困的一种状态,中国政府历来重视扶贫工作,使得扶贫思想研究显得尤为重要。本文始终将"扶贫思想"作为全文写作的一条红线,主要从纵横两个大的维度对中国共产党扶贫思想加以梳理总结,并在此基础上对改革开放以来中国共产党扶贫思想作出比较合理正确的评价。突出其对中国自身扶贫思想研究、开发工作和国际扶贫工作的意义和价值。中国共产党扶贫思想日益深化,在每一阶段,共产党都实行一系列相对应的扶贫政策措施。以邓小平为核心的党的第二代领导集体立足于发展社会生产力这一实践基础,提出了共同富裕这一最终目标。同时指出要以社会主义市场经济为背景,以农村经济体制改革为主要推动力实施大规模减贫政策,并取得了一定的减贫成效。以江泽民为核心的第三代中央领导集体根据全面建设小康社会的现实需要,运用"三个代表"重要思想指导扶贫工作,并且把扶贫纳入小康社会建设范畴,强调只有消除贫困才能顺利迈入全面小康社会,突出强调了消除贫困是实现基本人权的重要保障,主要从这两个角度论述了扶贫的重要性。以胡锦涛为总书记的党中央依然将扶贫放在社会建设的重要位置,继承并发展了前面领导集体的扶贫思想,提出在扶贫中要始终践行科学发展观,在解决贫困地区基本生存问题的基础上,走一条可持续发展道路。我国的贫困人口大多集中在农村,故而胡锦涛提出新农村建设也应是扶贫的应有之义,对我国的扶贫研究和工作具有较大的时代价值。党的十八大以来,我国已经到了全面建成小康社会的决定性阶段,但仍然处于社会主义初级阶段的基本国情并没有彻底改变,贫困依然是我国发展的阻力,我国已经进入脱贫攻坚期。以习近平为总书记的党中央提出当下实施精准扶贫的重要性和紧迫性,深刻认识到扶贫是一项系统性工程,需要综合各个方面进行统筹考虑,才能取得显著的扶贫成效。虽然贫困群众的温饱已经基本解决,但离全面小康还有一段距离,应该加大扶贫探索和工作力度,促进贫困群众增收,共享社会发展的成果。扶贫不仅仅是一个经济学范畴,政治范畴,更是思想理论范畴。以党的领导集体为突出代表,对扶贫日益重视,不断丰富、深入、创新,逐渐形成了比较完整的中国特色社会主义扶贫理论体系。改革开放以来,党的几代领导人根据不同时期的基本国情和具体任务,提出每个时期扶贫的战略地位、政策措施、主要路径等具体问题,不断丰富和创新了中国特色扶贫思想体系的理论内涵和时代特征,进而推动我国扶贫开发工作的进一步发展。改革开放以来,我国的扶贫思想是一脉相承、与时俱进的,蕴含内容丰富,虽然在不同时期有其特殊性,但扶贫战略、扶贫目标和任务具有较强的一致性,都是站在社会主义建设这一高度提出扶贫战略,将建设小康社会和实现共同富裕作为扶贫目标一以贯之,围绕扶贫目标开展具体的扶贫任务。根据不断变化的具体实际,不断调整扶贫战略定位与扶贫重点,坚定中国共产党的扶贫领导地位和依靠人民群众扶贫的立场,确立并不断完善教育、科技、产业等领域的扶贫策略,创新扶贫路径和机制,为实现稳定脱贫和全面建成小康社会提供了理论支持和政策上的帮助。改革开放以来党的中央领导集体立足中国实际,不断提出、深化了扶贫的思想和理论,形成了系统的完整的合乎中国国情的扶贫思想体系,在马克思贫困理论基础上,对贫困和扶贫进行了更深的研究和探索,为我国的扶贫开发工作提供了正确的理论指导,进一步推动了我国的扶贫实践,取得了巨大的成效。推动了马克思贫困理论中国化的进程,为全世界扶贫减贫研究和工作提供了理论借鉴和成功经验。
[Abstract]:Poverty is a global economic development problem, and the problem of poverty in China is also a major problem that restricts economic and social development. Due to the constraints of history, system, geographical environment and natural conditions, China is in a state of poverty for a long time. The Chinese government has always considered the work of poverty alleviation, making the research of poverty alleviation especially important. In this paper, "the idea of poverty alleviation" is always a red line in the full text, mainly from two major dimensions of the Chinese Communist Party's poverty reduction thought, and on this basis, a reasonable and correct evaluation of the Chinese Communist Party's thought of poverty alleviation since the reform and opening up.
