【摘要】：随着社会主义市场经济体制的发展,区域经济一体化的进程加快:现代化社会的资源日益丰富、交通日益便利;相邻的城市和区域之间,资金、人才、信息交流变得越来越通畅;城乡医疗、养老、消费购物、跨城居住、贸易往来等成为衡量一个城市和地区发达程度和人民生活水平的重要指标。因而,“同城化”需求也在日益凸显,成为当前提高城市生活品质不可逆转的趋势。党的十八届五中全会对我国未来一段时期的经济发展目标做了规划,于《中华人民共和国国民经济和社会发展第十三个五年规划纲要》中指出,要以创新带动发展,在发展中不断开拓新的空间,以城市为标准进行横向和纵向的构建,为经济增长带来新的动力。可见同城化符合城市新空间的拓展要求,符合国家推动的新型城市化的理念。同城化不仅可以为城市建设提供一种新的发展动力,而且可以有效地带动周边地区发展,提升区域内城市和地区的经济水平、使资源配置较好的城市能够带动区域内经济实力相对较差的城市发展。厦漳泉作为福建省政策重点扶持的同城化地区之一,在发展中体现了适应世界贸易格局多极化和经济全球化的趋势和潮流,以需求刺激供给,在漳州、泉州、厦门地区都得到全面体现。但由于三个城市经济发展水平不一,如何突破行政区划制度、缩小经济实力的差距,实现三个城市在整合发展中的新突破、促进整个区域经济协同发展,对于促进区域协调发展,加快建设社会主义和谐社会意义重大。
[Abstract]:With the development of the socialist market economy system, the process of regional economic integration is accelerated: the resources of modern society are increasingly abundant, the transportation is increasingly convenient, the capital and talents are among adjacent cities and regions, Urban and rural medical care, old-age care, consumer shopping, cross-city residence, trade exchanges and so on have become an important indicator of a city and a region's level of development and people's living standards. Therefore, the demand of "co-city" is becoming increasingly prominent, which becomes an irreversible trend to improve the quality of urban life. The Fifth Plenary session of the 18th CPC Central Committee made a plan for China's economic development objectives for a certain period of time. In the outline of the Thirteenth Five-Year Plan for National Economic and Social Development of the people's Republic of China, it was pointed out that innovation should be used to promote development. In the process of development, new space is constantly opened up and horizontal and vertical construction is carried out according to the standard of city, which brings new impetus to economic growth. It can be seen that the same city meets the requirements of the expansion of new urban space and the concept of new urbanization promoted by the state. Urbanization can not only provide a new driving force for urban construction, but also effectively promote the development of surrounding areas and raise the economic level of cities and regions in the region. Cities with better allocation of resources can promote the development of cities with relatively poor economic strength in the region. As one of the areas of urbanization supported by Fujian Province's policies, Xia-Zhangquan embodies the trend and trend of adapting to the multipolarization of the world trade pattern and economic globalization, and stimulates supply with demand. In Zhangzhou and Quanzhou, Xiamen has been fully reflected in the region. However, due to the different levels of economic development in the three cities, how to break through the system of administrative divisions, narrow the gap of economic strength, realize the new breakthrough in the integration and development of the three cities, and promote the coordinated development of the entire regional economy, It is of great significance to promote regional coordinated development and accelerate the construction of a harmonious socialist society.
