中国经济安全研究:五大误区与辩证方法论反思

【摘要】：国内关于中国经济安全的研究始于改革开放后,且随着开放程度的提高经济安全问题日益受到重视。30多年来,尽管研究成果颇丰,但依然存在五大误区:对象泛化、方式同化、模式固化、方法僵化以及程度判定主观化。对误区的反思应落脚到对方法论的反思上。传统方法论以定量评估为主,不仅指标存在分歧,也缺少专家调查、国外经验借鉴等定性方法,尤其是没有结合巨国经济总体定位加以分析,导致后续研究越走越偏。中国经济安全研究必须用联系、发展和全面的观点来看待,即采用辩证的方法论。它首先是巨国视角下的系统分析法,研究过程和结论都要结合巨国经济背景反复推敲。同时,还应当是定量与定性相结合的方法论,先定量再定性,并且还需进行动态修正。本文通过文献梳理和大量专家调查,结合最新国内外形势对旧指标、权重和警限做了初步调整。此外,文章研究了美国外国投资委员会和美-中经济与安全审查委员会的设立机制与发展经验,提出我国一方面应加强外资审查机构组织建设,加强外资审查,另一方面应增设中美经济安全关系立法机构,加快立法步伐,从而为维护中国经济安全提供有力保障。
[Abstract]:The domestic research on China's economic security began after the reform and opening up, and with the improvement of the degree of opening up, economic security has been paid more and more attention for more than 30 years. Although the research results are abundant, there are still five misunderstandings: object generalization, mode assimilation, and so on. Pattern solidification, rigid method and subjective judgment of degree. The reflection on the misunderstanding should be settled on the reflection of methodology. The traditional methodology is based on quantitative evaluation. Not only there are differences in indicators, but also lack of expert investigation, foreign experience and other qualitative methods, especially in combination with the overall positioning of the economy of giant countries to be analyzed, which leads to the further research becoming more and more biased. The research of China's economic security must be viewed from the viewpoint of connection, development and comprehensive, that is, adopting dialectical methodology. Firstly, it is a systematic analysis method from the perspective of giant country, and the research process and conclusion should be studied repeatedly according to the economic background of giant country. At the same time, it should be the methodology of combining quantitative and qualitative, first quantitative and then qualitative, and still need dynamic correction. Based on the literature review and a large number of expert investigations, this paper makes a preliminary adjustment of the old indicators, weights and warning limits according to the latest situation at home and abroad. In addition, the paper studies the establishment mechanism and development experience of the Committee on Foreign Investment of the United States and the U.S.-China Economic and Security Review Committee, and points out that China should, on the one hand, strengthen the organization and construction of foreign investment review institutions and strengthen the foreign investment review. On the other hand, it is necessary to establish a legislative body for the economic security relationship between China and the United States, and speed up the pace of legislation so as to provide a strong guarantee for the maintenance of China's economic security.
