新比较经济学视角下产业结构升级中的政府职能选择——基于美国、日本、拉美地区的历史数据研究

【摘要】：本文以政府职能选择为研究对象,以新比较经济学为研究方法,通过对美国、日本、拉美地区的纵向和横向比较研究,探究产业结构升级中政府职能的选择范围。研究表明:(1)建立基础性经济制度是产业结构升级中政府职能选择的首要任务;(2)产业政策的制定应以充分尊重市场机制为基本原则;(3)合乎时宜的制定有针对性的政策体系是实施产业政策的重中之重。
[Abstract]:This article takes the government function choice as the research object, takes the new comparative economics as the research method, through the longitudinal and horizontal comparative study of the United States, Japan and Latin America, probes into the choice scope of the government function in the industrial structure upgrading. The research shows that the establishment of basic economic system is the primary task of government function selection in industrial structure upgrading. 2) the basic principle of industrial policy should be to fully respect the market mechanism. Policy system is the most important part of implementing industrial policy.
