青岛市发展总部经济的问题与对策研究

【摘要】：总部经济作为一个新兴的经济发展模式,从提出到付诸实践,得到了越来越多的关注和重视。特别是中国经济的持续快速发展,以及产业结构调整、城市转型升级,越来越多的跨国企业和国内大企业、集团采取“总部——生产基地”方式发展,将企业行政总部、营销中心、地区总部、研发中心等设立在中心城市,将生产加工基地等向中心城市外围迁移。目前,国内有35个大中城市提出了总部经济发展理念。各城市的实践证明,总部经济发展模式具有税收贡献、消费带动、产业乘数等效应,能够推动城市的经济空间调整,促进产业结构升级,加速体制机制创新。青岛自2007年着手发展总部经济,制定政策、编制规划、设计统计制度等,不断推动总部经济发展。但对比国内先进城市,青岛在总部经济扶持政策、规划布局和推进措施等方面还存在明显差距。青岛实施“环湾保护、拥湾发展”战略,国务院批复设立“青岛西海岸新区”,这对青岛的发展是又一次重大战略机遇,是青岛依托总部经济发展模式转型升级的绝好契机。因此,分析青岛总部经济发展现状,研究存在的问题,分析产生问题原因,提出青岛总部经济未来快速健康发展的对策建议,具有重要的理论意义和现实意义。本文首先对选题意义、研究现状、研究目的等进行了简要论述,指出要为青岛总部经济的发展找寻适合的定位。论文第一章,从广义的总部经济概念、特点、作用出发,提出青岛的总部经济定义,并创新性地提出青岛总部经济发展“三要素”,即总部企业、总部集聚区、总部经济载体,并分别进行了概括。论文第二章和第三章,以数据、图表、实例,总结青岛总部经济发展现状,归纳国内排名、“寻标、对标”城市概况,分析青岛发展总部经济的综合优势、良好经济基础,指出青岛总部经济发展中的总部集聚效应不够突出、载体建设还需提质等主要问题,具体阐述了青岛发展总部经济认识不够、山东半岛城市利益共享机制不够协调、青岛总部经济政策服务支撑不够完善等五方面原因。最后,论文的第四章对青岛总部经济“十三五”期间的发展做出了构想,提出了制定更加有效的发展总部经济细化政策、进一步理顺管理体制、建立政府和总部企业“双服务”体系等五条对策建议。
[Abstract]:Headquarters economy as a new economic development model, from put forward to put into practice, has been more and more attention and attention. In particular, with the sustained and rapid development of China's economy, industrial restructuring, urban transformation and upgrading, more and more multinational enterprises and large domestic enterprises have adopted the "headquarters-production base" approach to develop their administrative headquarters. Marketing center, regional headquarters, R & D center are set up in the central city, the production and processing base is transferred to the periphery of the central city. At present, there are 35 large and medium-sized cities put forward the concept of headquarters economic development. The practice of each city proves that the development mode of headquarters economy has the effects of tax contribution, consumption driven and industrial multiplier, which can promote the adjustment of economic space, promote the upgrading of industrial structure, and accelerate the innovation of system and mechanism. Qingdao has been developing headquarter economy since 2007, making policies, drawing up plans, designing statistical systems, etc. However, compared with advanced cities in China, Qingdao still has obvious gaps in headquarters economic support policy, layout planning and promotion measures. The implementation of the strategy of "protecting and supporting the bay" in Qingdao and the approval of the State Council to set up the "new area of the west coast of Qingdao" are another important strategic opportunity for the development of Qingdao and a good opportunity for Qingdao to rely on the transformation and upgrading of the economic development model of its headquarters. Therefore, it is of great theoretical and practical significance to analyze the present situation of Qingdao headquarters economy, to study the existing problems, to analyze the causes of the problems, and to put forward the countermeasures and suggestions for the rapid and healthy development of Qingdao headquarters economy in the future. In this paper, the significance of the topic, the status quo of the research, the purpose of the study are briefly discussed, pointing out that the economic development of Qingdao headquarters to find a suitable location. In the first chapter, from the broad concept, characteristics and functions of headquarters economy, this paper puts forward the definition of headquarters economy in Qingdao, and creatively puts forward the "three elements" of Qingdao headquarters economic development, that is, headquarters enterprise, headquarters agglomeration area, headquarters economic carrier, etc. And summarized respectively. In the second and third chapters, the author summarizes the present situation of Qingdao headquarters economic development with data, charts and examples, sums up the domestic ranking, "search for bids, contrasts the city", analyzes the comprehensive advantages of Qingdao's development headquarters economy, and has a good economic base. This paper points out that the agglomeration effect of headquarters in the economic development of Qingdao headquarters is not prominent enough, the construction of carrier still needs to raise the quality and so on, and expounds in detail that the economic understanding of Qingdao's development headquarters is not enough, and the mechanism of urban benefit-sharing in Shandong Peninsula is not coordinated enough. Qingdao headquarters economic policy service support is not perfect and other five reasons. Finally, the fourth chapter of the paper makes a conception of the development of Qingdao headquarters economy during the 13th Five-Year Plan period, and puts forward the formulation of more effective development headquarters economic refinement policy, and further straightens out the management system. The establishment of the government and headquarters enterprises "double service" system and other five countermeasures.
