新常态下新疆资源型产业转型升级研究

【摘要】:2014年11月22日,自治区党委经济工作会议明确强调,新疆经济发展已经进入由高速增长转向中高速增长的阶段,呈现出一些新特点、新趋势,必须准确把握经济发展新常态。然而,资源的有限性和资源开发利用中的问题要求新疆转变经济发展模式,而新常态下实现新疆资源型产业的转型升级成为新疆经济持续发展的重要举措。新常态下新疆资源产业转型升级的研究,对于欠发达地区和民族地区资源型产业经济实现可持续发展也具有很好的借鉴意义。本研究基于国内外相关研究综述,利用2000-2014年的统计数据,对新常态下新疆资源型产业转型升级进行了分析研究。首先,对新常态下资源型产业转型升级相关概念进行界定,结合新疆的实际情况,选取了九个行业作为研究对象,从理论上分析了新常态下新疆资源型产业发展的条件、发展现状;其次,通过构建指标衡量体系,运用综合模糊评价法从经济增长、科技进步、环境改善及结构优化四个方面对新常态下新疆资源型产业转型升级效果进行测评;再次,根据对新疆资源型产业转型升级的测评结果得出的结论,进而指出新常态下新疆资源型产业转型升级的影响因素,提出资源型产业转型升级的具体模式选择,以实现新常态下新疆资源型产业的可持续发展,并从政策保障、自主创新、对外开放、协调发展四个方面给出更加具有保障意义的政策措施。通过分析得出以下结论:(1)从经济增长、科技进步、环境改善及结构优化四个方面构建新常态下新疆资源型产业转型升级的综合测评体系,运用综合模糊评价法及熵值法对其进行测度分析,结果表明新疆资源型产业的转型升级处于准备转型升级和转型升级的初级阶段,未来有着向转型升级的中级阶段和高级阶段发展。经济增长和科技进步对资源型产业转型升级的影响程度最为显著,是衡量资源型产业转型升级的主要因素,其次是结构优化和环境改善,体现了资源型产业转型升级对社会和区域发展的重要性。(2)通过运用结构方程模型,选取投资结构、人力资本、技术研发及创新力度为主要影响因素,构建结构方程路径图,对结构模型整体进行预检验与整体估计,分析显示投资结构、人力资本培养开发力度对资源型产业转型升级具有较大影响,技术研发与创新力度对资源型产业转型升级具有显著影响,资源型产业经济外向性程度对其转型升级具有一定影响。(3)针对新常态下新疆资源型产业的发展现状、新疆资源型产业转型升级的综合测评以及其转型升级的制约因素,指出新常态下新疆资源型产业转型升级的转型路径:产业链延伸促进新疆资源型产业转型升级的路径、发展循环经济促进新疆资源型产业转型升级的路径、通过形成产业集聚带动新疆资源型产业转型升级的路径及利用产业周期创新促进新疆资源型产业转型升级的路径。
[Abstract]:On November 22, 2014, the Economic work Conference of the CPC Committee of the Autonomous region clearly emphasized that the economic development of Xinjiang has entered the stage of transition from high-speed growth to medium-high growth, showing some new characteristics and new trends, it is necessary to accurately grasp the new normal of economic development. However, the limitation of resources and the problems in the exploitation and utilization of resources require Xinjiang to transform its economic development model. In the new normal situation, realizing the transformation and upgrading of Xinjiang's resource-based industries has become an important measure for the sustained economic development of Xinjiang. The study on the transformation and upgrading of resources industry in Xinjiang under the new normal also has a good reference significance for realizing the sustainable development of resource-based industrial economy in underdeveloped areas and ethnic areas. Based on the summary of domestic and foreign studies, this paper analyzes and studies the transformation and upgrading of Xinjiang's resource-based industries under the new normal condition by using the statistical data from 2000 to 2014. First of all, the concept of transformation and upgrading of resource-based industries under the new normal is defined. Combined with the actual situation in Xinjiang, nine industries are selected as the research object, and the conditions for the development of resource-based industries in Xinjiang under the new normal are analyzed theoretically. Secondly, through the construction of index measurement system, the comprehensive fuzzy evaluation method is used to evaluate the transformation and upgrading effect of Xinjiang's resource-based industries under the new normal condition from four aspects: economic growth, scientific and technological progress, environmental improvement and structural optimization. Thirdly, according to the results of the evaluation of the transformation and upgrading of resource-based industries in Xinjiang, the paper points out the factors that affect the transformation and upgrading of resource-based industries in Xinjiang under the new normal state, and puts forward the specific mode choice for the transformation and upgrading of resource-based industries in Xinjiang. In order to realize the sustainable development of Xinjiang's resource-based industries under the new normal, this paper puts forward some more meaningful policies and measures from four aspects: policy guarantee, independent innovation, opening to the outside world and coordinated development. Through the analysis of the following conclusions: 1) from the four aspects of economic growth, scientific and technological progress, environmental improvement and structural optimization, to build a comprehensive evaluation system for the transformation and upgrading of Xinjiang's resource-based industries under the new normal. The comprehensive fuzzy evaluation method and entropy method are used to measure and analyze it. The results show that the transformation and upgrading of resources industry in Xinjiang is in the initial stage of preparing for transformation and upgrading. In the future there will be an intermediate and advanced stage of transition and upgrading. Economic growth and scientific and technological progress have the most significant impact on the transformation and upgrading of resource-based industries, which are the main factors to measure the transformation and upgrading of resource-based industries, followed by structural optimization and environmental improvement. It shows the importance of the transformation and upgrading of resource-based industry to the social and regional development. By using the structural equation model, selecting investment structure, human capital, technological research and development and innovation as the main influencing factors, the structural equation path map is constructed. The analysis shows that the investment structure and the development of human capital have great influence on the transformation and upgrading of resource-based industries. The intensity of technology research and innovation has a significant impact on the transformation and upgrading of resource-based industries, and the degree of economic extroversion of resource-based industries has a certain impact on the transformation and upgrading of resource-based industries. The comprehensive evaluation of the transformation and upgrading of the resource-based industries in Xinjiang and the restrictive factors of the transformation and upgrading of the resource-based industries in Xinjiang are pointed out, and the transformation path of the transformation and upgrading of the resource-based industries in Xinjiang under the new normal condition is pointed out. The development of circular economy to promote the transformation and upgrading of resource-based industries in Xinjiang, through the formation of industrial agglomeration to promote the transformation and upgrading of resource-based industries in Xinjiang, and industrial cycle innovation to promote the transformation and upgrading of resource-based industries in Xinjiang.
