我国实现共同富裕目标的政府责任研究

【摘要】：共同富裕是人类社会的理想,同时也占据着马克思主义经典作家的著作中的重要位置。十一届三中全会以后,邓小平逐步丰富了共同富裕的思想,并将共同富裕确立为改革开放必须坚持的两大原则之一,同时共同富裕也是社会主义的本质、目标和根本原则。改革开放以来,我们取得了举世瞩目的成绩。但随着经济社会的发展变化,一些矛盾凸显出来,城乡间、区域间、居民间的收入差距扩大,影响到了社会稳定和经济发展。实现共同富裕目标,政府肩负着重大责任,本文通过分析和梳理共同富裕的理论和实践,对实现共同富裕具有理论价值和现实启示。本文是在搜集大量文献资料的基础上,参考现有的研究成果,解析共同富裕思想,从共同富裕的内涵、主要特性等角度对共同富裕的理论进行了界定和剖析,并对共同富裕的评价标准进行进一步的研究,得出实现共同富裕的必要条件。首先是发达的社会生产力提供共同富裕的物质基础,其次是生产资料公有制是实现共同富裕的根本制度。在社会主义初级阶段,我国并没有实现共同富裕目标,但纵向对比,相对历史上落后的旧中国,全体中国人富裕了,尤其是在改革开放后,国家综合实力居民生活水平都有大幅度提高,但是我国依然存在贫富差距;文章对我国贫富差距的原因进行了多角度分析。并指出作为社会主义国家,政府应该承担实现共同富裕的责任,对政府在实现共同富裕的责任进行系统深入的研究。最后指出了实现共同富裕目标的政府战略选择,就如何平衡区域发展、缩小城乡差距、缩小居民间差距提出了具体建议。
[Abstract]:Common prosperity is the ideal of human society and occupies an important position in the works of Marxist classical writers. After the third Plenary session of the Eleventh Central Committee, Deng Xiaoping gradually enriched the thought of common prosperity, and established common prosperity as one of the two principles that must be adhered to in the reform and opening up. At the same time, common prosperity is also the essence, goal and fundamental principle of socialism. Since the reform and opening up, we have made remarkable achievements. However, with the development and change of economy and society, some contradictions have become prominent, and the income gap between urban and rural areas, regions and residents has been enlarged, which has affected social stability and economic development. To achieve the goal of common prosperity, the government shoulders a great responsibility. Through analyzing and combing the theory and practice of common prosperity, this paper has theoretical value and practical enlightenment to realize common prosperity. On the basis of collecting a large amount of literature and referring to the existing research results, this paper analyzes the idea of common prosperity, defines and analyzes the theory of common prosperity from the perspectives of the connotation and main characteristics of common prosperity. The evaluation criteria of common prosperity are further studied, and the necessary conditions for realizing common prosperity are obtained. First, the developed social productive forces provide the material basis of common prosperity, and secondly, the public ownership of the means of production is the fundamental system to realize common prosperity. In the primary stage of socialism, China did not achieve the goal of common prosperity, but compared with the backward old China in history, the whole Chinese people became rich, especially after the reform and opening up. The living standard of the residents has been greatly improved, but there is still a gap between the rich and the poor in China. It also points out that as a socialist country, the government should undertake the responsibility of realizing common prosperity, and make a systematic and in-depth study on the responsibility of the government in realizing common prosperity. Finally, the paper points out the government's strategic choice to achieve the goal of common prosperity, and puts forward some concrete suggestions on how to balance regional development, narrow the gap between urban and rural areas, and narrow the gap between residents.
