OFDI逆向技术溢出效益对产业结构升级影响的研究

【摘要】:随着经济全球化的发展,中国“走出去”的步伐也越来越快,,表现为中国的对外直接投资数量已经名列世界前列,因而中国的对外直接投资问题成为学术界研究的热点。另一方面,改革开放三十多年后,中国国内正面临着经济发展方式的转变,而其中最重要的问题就是要改变国内技术水平低、结构不合理的产业结构,因此改变产业结构升级的路径以调整经济增长的方式,是中国经济转型发展的根本出路之一。以此,以中国为代表的发展中国家的对外直接投资的逆向技术溢出效应与母国产业升级这一议题引起了国内学者的关注 在综合和借鉴以前的研究成果的基础上,本文首先分析了中国对外直接投资和产业结构的现状,其次以对外直接投资—逆向技术溢出—行业技术进步—产业结构升级为本文机理和路径,在此基础上用数据包络分析(DEA)方法对中国对外投资行业的平均生产率进行了测算,并与各行业对外直接投资所产生的外国研发溢出之间进行了灰色关联分析,结果表明逆向技术溢出带来的行业技术进步与国内产业结构升级密切相关,具体表现为第一产业整体、第三产业中高新技术产业和高端服务业的逆向技术溢出效应较弱,第二产业中制造业OFDI产生的逆向技术溢出作用相对较强,行业的技术进步促进了产业结构升级。因此中国要进行国内的经济转型升级就必须加大对外直接投资的力度,优化海外直接投资的行业结构、区域分布、投资主体和投资方式,加强政府的宏观调控和政策导向作用,才能更好的获得外部技术来促进产业结构升级。
[Abstract]:With the development of economic globalization, the pace of China's "going out" is getting faster and faster, which shows that the number of China's foreign direct investment has already ranked the forefront of the world, so the issue of China's foreign direct investment has become a hot research topic in academic circles. On the other hand, after more than 30 years of reform and opening up, China is facing a change in the mode of economic development, and the most important problem is to change the industrial structure with low technological level and unreasonable structure. Therefore, changing the path of industrial structure upgrading to adjust the way of economic growth is one of the fundamental ways of China's economic transformation and development. As a result, the reverse technology spillover effect of foreign direct investment (FDI) of developing countries and the upgrading of their home industries, represented by China, have attracted the attention of domestic scholars on the basis of synthesizing and drawing lessons from previous research results. This paper first analyzes the current situation of China's foreign direct investment (FDI) and industrial structure, and then takes FDI, reverse technology spillover, industry technological progress and industrial structure upgrading as the mechanism and path of this paper. On the basis of this, the average productivity of China's foreign investment industry is measured by using data envelopment analysis (DEAA) method, and grey correlation analysis is made between the average productivity of China's foreign investment industry and the foreign R & D spillover generated by foreign direct investment in various industries. The results show that the industry technological progress brought by reverse technology spillover is closely related to the upgrading of domestic industrial structure, which is manifested in the first industry as a whole, and the reverse technology spillover effect of high-tech industry and high-end service industry is weak in the tertiary industry. The reverse technology spillover effect of manufacturing OFDI is relatively strong in the secondary industry, and the technological progress of the industry promotes the upgrading of industrial structure. Therefore, in order to carry out the domestic economic transformation and upgrading, China must increase the intensity of foreign direct investment, optimize the industrial structure, regional distribution, investment subject and investment mode of overseas direct investment, and strengthen the macro-control and policy guidance role of the government. In order to better access to external technology to promote the upgrading of industrial structure.
