开发区产城融合发展的演进逻辑与政策应对——基于京津冀区域的案例分析

【摘要】：从理论和实证角度分析区域一体化进程中,开发区向产城融合转型的演进逻辑,总结开发区转型的可行路径并提出应对政策。研究认为,开发区历经30余年的发展历程至今,其赖以建立、存在和发展的政策环境发生了重大变化,向以产城融合为特征的综合新城转型是开发区实现可持续发展的必然选择。开发区自身功能单一、发展动力不足是转型的内生诉求,所在城市和区域的市场需求为其提供转型的外部动力。在京津冀从自发的一体化探索到统筹规划的协同发展实践中,开发区通过在区域分工合作中培育优势主导产业,利用外部机遇完善城市功能,与外围城市经济、空间、社会等方面逐步对接等途径经历向综合新城转型的蜕变。最后,从城市与区域规划,城市管理等角度提出应对开发区转型的政策建议。
[Abstract]:In the process of regional integration, the evolution logic of the transition from development zone to industrial city is analyzed theoretically and empirically, and the feasible path of development zone transition is summarized and the corresponding policies are put forward. The research shows that after more than 30 years of development, the policy environment on which the development zone was founded, existed and developed has undergone significant changes. It is an inevitable choice for the development zone to realize the sustainable development by transforming to a new comprehensive city characterized by the integration of industry and city. The development zone has a single function and insufficient development power is the endogenous demand of the transformation. The market demand of the city and region provides the external power for the transformation. In the practice of coordinated development from spontaneous integration to overall planning, the development zones cultivate dominant industries in regional division of work and cooperation, take advantage of external opportunities to perfect urban functions, and cooperate with the economy and space of peripheral cities. Social and other aspects of the gradual docking and other approaches to the transition to a comprehensive new city transformation. Finally, the paper puts forward some policy suggestions to deal with the transformation of development zones from the aspects of urban and regional planning and urban management.
