港产城一体化模式下的大连皮杨黄海新城发展战略研究

【摘要】：伴随着海洋经济发展的不断深化,新兴港口城市的发展早已成为热点。结合我国城市规划水平与技术的发展,对新兴港口城市的城市规划有了一定的实践,但也出现了较多的问题。这些问题主要反映在对港、产、城三要素在时间与空间两个层面上没有高效的相互结合。虽然港、城一体化问题已经有了一定的研究成果与实践,但在一体化进程中,产业的作用,特别是产业区的地位与作用在港城一体化中没有提高到一定的地位上来,本文将产业与港城一体化融为一体,一方面强调产业在港城一体化进程中的重要地位,一方面结合规划实践研究港产城一体化模式下城市发展战略的思路与重点。本文的研究目的是利用大连皮杨黄海新城这一新兴港口城市的规划实践,通过研究港口城市港产城一体化模式的选取对城市空间发展、产业发展带来的影响去探讨港口城市发展战略规划应该着重关注的问题。本文基于理论研究,结合实例,分析了皮杨黄海新城的发展现状与潜力,得出了皮杨黄海新城未来发展的战略思路与框架,希望可以通过研究此类新兴港口城市战略规划的方法给予我国其它新兴港口城市战略规划的思路与方法带来一定的作用与启示。
[Abstract]:With the development of marine economy, the development of new port city has become a hot spot. Combined with the development of urban planning level and technology in China, there are some practices in urban planning of new port cities, but there are also many problems. These problems are mainly reflected in the lack of efficient integration of the three elements of Hong Kong, property and city on the two levels of time and space. Although there has been some research and practice on the integration of Hong Kong and city, in the process of integration, the role of industry, especially the status and role of industrial zones, has not been raised to a certain extent in the integration of Hong Kong and city. In this paper, the integration of industry and city is integrated. On the one hand, it emphasizes the important position of industry in the process of integration of port and city; on the other hand, it combines the planning practice to study the train of thought and key point of urban development strategy under the mode of integration of Hong Kong and city. The purpose of this paper is to make use of the planning practice of Dalian Piyang Huang Hai, a new port city, to develop the urban space through the study of the integration mode of port city and production city. The impact of industrial development on the strategic planning of port city development should be focused on. Based on the theoretical research and the practical example, this paper analyzes the present situation and potential of the development of Huang Hai new town, and concludes the strategic thinking and framework of the future development of the Huang Hai new town. It is hoped that this kind of new port city strategic planning method can give some effect and enlightenment to the thinking and method of other new port city strategic planning in our country.
