低碳经济下的我国居民消费结构优化研究

【摘要】：改革开放三十多年来，社会主义经济高速蓬勃发展，我国城乡居民消费结构经历了从生存型到发展享受型的优化升级，逐渐从温饱型消费结构向小康型消费结构转变。然而，低碳经济的发展给我国居民消费结构优化提出了新的要求和新的方向，我国居民消费结构优化面临着新的问题和新的挑战。一方面，居民消费结构优化不仅要体现生理、社会、经济方面的需要，还要体现低碳经济提出的低能耗、低排放、低污染的需要；另一方面，居民消费结构优化不仅需要协调好扩大消费与人的身心健康和全面发展之间的关系，而且需要协调好扩大消费与生态环境优化、可持续发展以及节能减排之间的关系。随着居民消费不断扩大，居民消费产生的环境污染问题逐渐增多，居民消费成为了二氧化碳排放的主要来源，这不仅影响人们的身心健康，，而且使生态环境恶化，威胁我国的可持续发展。人们开始重视消费过程中的环境污染问题，并试图将消费纳入节能减排的政策范围。在这种情况下开展低碳经济下的我国居民消费结构优化研究，具有重要的理论和现实意义。本文首先对低碳经济下的我国居民消费结构优化进行了界定，接着提出了低碳经济下我国居民消费结构优化的标志，将其作为理论分析和实证检验的依据，文章运用居民消费结构优化标志中的质化标志对我国居民消费结构的现状进行了评价，发现在我国居民消费结构中存在着诸多问题，从理论分析的角度得出低碳经济下的我国居民消费结构属于高碳消费结构的结论。为了检验我国居民消费结构是否属于高碳消费结构，文章运用居民消费结构优化标志中的量化标志对其进行了实证检验，通过投入产出模型对我国居民消费的间接碳排放进行了测算，由实证结果得出低碳经济下我国居民消费结构属于高碳消费结构的结论。综合理论分析和实证检验的结果，本文认为低碳经济下的我国居民消费结构属于高碳消费结构，并提出了相应的对策建议，以期为低碳经济下我国居民消费结构优化的政策选择提供参考。
[Abstract]:Since the reform and opening up for more than 30 years, the socialist economy has developed rapidly. The consumption structure of urban and rural residents in our country has experienced the optimization and upgrading from the survival type to the development and enjoyment type, and has gradually changed from the consumption structure of food and clothing to the consumption structure of Xiao Kang type. However, the development of low-carbon economy has put forward new requirements and new directions for the optimization of the consumption structure of Chinese residents, and the optimization of the consumption structure of our country is facing new problems and challenges. On the one hand, the optimization of the consumption structure of residents should not only reflect the physiological, social and economic needs, but also the needs of low energy consumption, low emissions and low pollution put forward by the low-carbon economy; on the other hand, The optimization of resident consumption structure not only needs to coordinate the relationship between expanding consumption and people's physical and mental health and all-round development, but also needs to coordinate the relationship between expanding consumption and ecological environment optimization, sustainable development and energy saving and emission reduction. With the expansion of residents' consumption, the problem of environmental pollution caused by residents' consumption has gradually increased, and the consumption of residents has become the main source of carbon dioxide emissions, which not only affects the physical and mental health of people, but also makes the ecological environment worse. Threaten the sustainable development of our country. People begin to pay attention to the environmental pollution in the process of consumption and try to bring consumption into the policy range of energy saving and emission reduction. In this case, it is of great theoretical and practical significance to carry out the research on the optimization of the consumption structure of Chinese residents under the low carbon economy. This paper first defines the optimization of the consumption structure of Chinese residents under the low carbon economy, and then puts forward the symbol of the optimization of the consumption structure of our country under the low carbon economy, which is regarded as the basis of theoretical analysis and empirical test. This paper evaluates the present situation of the resident consumption structure of our country by using the qualitative mark in the optimized sign of the resident consumption structure, and finds that there are many problems in the consumption structure of the resident in our country. From the angle of theoretical analysis, the conclusion is drawn that the consumption structure of Chinese residents in low carbon economy belongs to high carbon consumption structure. In order to test whether the consumption structure of our country belongs to the high-carbon consumption structure, the paper makes an empirical test on it by using the quantification mark of the residential consumption structure optimization mark. Through the input-output model, the indirect carbon emissions of Chinese residents' consumption are measured, and the empirical results show that the consumption structure of our country's residents belongs to the high-carbon consumption structure under the low carbon economy. Synthesizing the results of theoretical analysis and empirical test, this paper thinks that the consumption structure of Chinese residents under the low carbon economy belongs to the high carbon consumption structure, and puts forward the corresponding countermeasures and suggestions. In order to provide a reference for the policy choice of consumption structure optimization in low-carbon economy.
