“一带一路”建设在南亚:定位、进展及前景

【摘要】："一带一路"倡议自提出以来,经过三年多的发展,已从最初的理论设想发展到目前全面推进、务实合作的阶段。南亚是建设"一带一路"的重要方向,其中不少项目和规划已经逐步开始实施、落地,尤其是中巴经济走廊得到了快速推进,瓜达尔港修复并开港使用,基础设施、能源、产能合作方面都进展顺利,即将进入早期收获阶段。与此同时,由于印度的地缘政治担忧,给南亚"一带一路"建设造成了消极影响。孟中印缅经济走廊启动后后继乏力,中尼印经济走廊无果而终,21世纪海上丝绸之路在斯里兰卡的发展也是经历曲折后得以恢复。未来南亚"一带一路"的推进仍取决于两个因素:一是中印关系的整体发展;二是印度的区域互联互通工程能在多大程度上冲击"一带一路"。
[Abstract]:After more than three years' development, the "Belt and Road" initiative has developed from the initial theoretical assumption to the stage of comprehensive promotion and pragmatic cooperation. South Asia is an important direction in the construction of "Belt and Road." many of these projects and plans have been gradually implemented, landing. In particular, the China-Pakistan economic corridor has been rapidly promoted, the port of Gwadar has been rehabilitated and opened for use, infrastructure, energy, Production capacity cooperation is progressing smoothly and is about to enter the early harvest stage. At the same time, India's geopolitical concerns have had a negative impact on the construction of South Asia's Belt and Road. The development of the maritime Silk Road in Sri Lanka in the 21st century has also been restored after twists and turns on the development of the Sino-Nepalese Economic Corridor, which failed to succeed after the launch of the Mencia-China Indo-Myanmar Economic Corridor. In the future, the promotion of "Belt and Road" in South Asia still depends on two factors: first, the overall development of Sino-Indian relations; second, the extent to which India's regional connectivity project can impact "Belt and Road".
