长吉图开发开放先导区建设与危机管理研究

【摘要】:2009年8月30日《中国图们江区域合作开发规划纲要---以长吉图为开发开放先导区》(以下简称《规划纲要》)得到了国务院的正式批复,这也标志国家自1992年以来实施的图们江流域开发规划正式上升为国家战略层次的高度。“长吉图”地区既是推动整个吉林省发展的一条主干动脉地区,也是我国整个东北地区面向日本海和连接黑辽两省的咽喉要区,更是整个东北亚地区包括日本海、朝鲜半岛、远东地区的核心腹地,可以看出,其本身便具有得天独厚的战略地位。而与此同时,长吉图开发开放先导区也成为我国新时期第一个沿边对外开放先行区、实验区,长吉图地区的发展不仅仅是能够拉动整个吉林省的快速发展从而带动整个东北老工业区的复兴的重大举措,更是我国开发新时期开放模式,进一步提高沿边开放水平,打通东北亚国际大通道活络东北亚经济全局的重大探索,具有深远的政治和经济双层的重大意义。 然而,《规划纲要》实施四年多以来,尽管长吉图地区取得了一定的成绩和发展,但就整个规划纲要的总体目标和具体的实施过程仍要远远落后于早期的预想,而这其中很大程度上就受到与其在发展过程中所面临和遭受的各种突发危机尤其是国际政治和经济危机的影响,使得长吉图发发开放显得后续乏力,难以保持持续的强有力的发展势头。而危机管理是近些年来在学术界逐渐兴起的一个新兴理念主要指的是作为复杂的工程集成系统,往往需要调动全社会的力量,需要采取多种措施,包括法律和行政手段,包括以政府为主体,以提高政府应对突发事件的能力。从而在社会经济转型的加快发展的过程中,应对各种各样的危机事件来增强经济的发展活力。就长吉图开发开放先导区来说,不仅仅面临着内部经济转型困难和国际经济低迷的双重经济危机更是由于其所处的独特的政治敏感地区,政治危机的突发往往会直接阻碍其经济的正常发展。而就如何在危机中能够稳健快速的开发开放长吉图先导区是摆在我国政府面前的全新课题。 随着长吉图开发开放先导区项目规划作为开发图们江流域经济合作和振兴老东北工业基地的重要环节之一,已经作为一项既定的国家战略进入了整体实施阶段。但在具体实施过程中,其所面临的国内外危机也是显而易见的,这就需要政府制定政策,提高应对各种危机的管理能力。因此,如何研究和解决处理这些危机,事关长吉图开发开放先导区能否顺利的摆脱其自身面临的发展困境,真正的实现其作为东北乃至整个东北亚经济发展先导区的功能。
[Abstract]:On August 30, 2009, the "outline of China's Tumen River Regional Cooperative Development Planning" (hereinafter referred to as "the outline") was formally approved by the State Council. This also marks the Tumen River Basin Development Plan which has been implemented since 1992. The "Changji Tu" region is not only a trunk artery area to promote the development of the whole Jilin Province, but also an important area of the throat of the whole northeast region of China facing the Sea of Japan and connecting the two provinces, the Heiliao Province, and the whole Northeast Asia region, including the Sea of Japan and the Korean Peninsula. The core hinterland of the far East can be seen that it itself has a unique strategic position. At the same time, the Changji Tu development and opening pilot area has also become the first frontier opening leading area, the experimental area, in the new period of our country. The development of Changjitu region is not only a major move that can stimulate the rapid development of the entire Jilin Province and thus promote the revival of the entire northeast old industrial zone, but also a major measure to develop the opening mode in the new period of our country and further improve the level of the opening along the border. It is of profound political and economic significance to open the international channel of Northeast Asia to the whole economic situation of Northeast Asia. However, more than four years after the implementation of the outline, despite the achievements and developments made in Changjitu, the overall objectives and the concrete implementation process of the whole outline are still far behind the earlier expectations. And to a large extent, it was affected by the sudden crises it faced and suffered in the course of its development, especially the international political and economic crisis, which made Changjitufa's opening up to the outside world appear to be weak in follow-up. It is difficult to maintain a strong and sustained momentum of development. In recent years, crisis management is an emerging concept in academic circles, which mainly refers to the need to mobilize the strength of the whole society and to take various measures, including legal and administrative measures, as a complex engineering integration system. Including the government as the main body, to improve the ability of the government to deal with emergencies. Therefore, in the process of accelerating the development of social economic transformation, we should deal with all kinds of crisis events to enhance the vitality of economic development. As far as Changjitu is concerned, it is not only facing the difficulties of internal economic transformation and the double economic crisis of the international economic downturn, but also because of its unique and politically sensitive region. The sudden emergence of political crisis will directly hinder the normal development of its economy. And how to develop and open Changjitu Pioneer area steadily and quickly in the crisis is a new subject in front of our government. As one of the important links in the development of economic cooperation in the Tumen River basin and the revitalization of the old northeast industrial base, the project planning of the Changji development and open pilot area has entered the whole implementation stage as an established national strategy. However, in the process of implementation, the domestic and foreign crises are obvious, which requires the government to formulate policies to improve the management ability to deal with all kinds of crises. Therefore, how to study and solve these crises is related to whether the Changji development and open pilot area can smoothly get rid of its own development dilemma and truly realize its function as the northeast and even the whole Northeast Asia economic development pilot area.
