技术进步促进山东省低碳经济发展问题研究

【摘要】:近年来,全球环境不断恶化,二氧化碳排放不断增加,由此带来的气候变暖问题已成为国际社会的关注焦点,而低碳经济这一名词受到全球关注,是从英国政府2003年提出这一概念开始的。山东作为中国的经济大省,近些年来经济发展迅速,但低碳技术水平较为落后,经济的快速增长主要依靠大量消耗能源,导致二氧化碳排放剧增。因此,研究技术进步抑制二氧化碳排放和促进低碳经济发展,具有很强的现实意义。本文主要研究技术进步促进山东省低碳经济发展问题,在研究相关理论与山东省低碳经济现状的基础上,用实证分析法进一步探究技术进步对山东省碳排放的影响弹性以及技术进步的碳减排效应,并从技术进步角度提出相关政策建议。本文的主要内容包括以下几个方面: 首先,采用因素分解法把山东省历年消耗的能源分为9种,根据IPPC的二氧化碳排放系数,估算山东省碳排放量相关数据。通过研究,发现2012年山东省碳排放总量451百万吨,,位居全国第一;人均碳排放量4.49吨,居全国第四位。 其次,采用能源强度作为技术进步的指标,使用面板数据测算技术效应的碳排放弹性,结果为0.8595,即碳排放强度下降1%,碳排放总量将减少0.8595%,有较强的抑制作用;之后利用LDMI分解的方式测算技术效应对碳排放绝对量的影响,1998年至2012年间人均碳排量只增加10.5838吨,技术效应使人均碳排量减少8.6856吨,效果显著。 最后,本文从技术进步的角度为山东省低碳经济发展提出相关政策建议,包括低碳技术发展规划、低碳技术的创新、研发与实现等。
[Abstract]:In recent years, the global environment has been deteriorating and carbon dioxide emissions have been increasing. The global warming has become the focus of the international community, and the term "low-carbon economy" has attracted global attention. It began in 2003 when the British government put forward the concept. As a big economic province in China, Shandong has developed rapidly in recent years, but the low carbon technology level is relatively backward. The rapid economic growth mainly depends on a large amount of energy consumption, resulting in a sharp increase in carbon dioxide emissions. Therefore, it is of great practical significance to study technology progress to restrain carbon dioxide emissions and promote low-carbon economy. This paper mainly studies the technology progress to promote the development of low-carbon economy in Shandong Province, on the basis of studying the relevant theories and the current situation of low-carbon economy in Shandong Province, This paper further explores the elasticity of technological progress on carbon emissions and the carbon emission reduction effects of technological progress in Shandong Province by means of empirical analysis, and puts forward relevant policy recommendations from the perspective of technological progress. The main contents of this paper include the following aspects: firstly, the energy consumed in Shandong Province is divided into 9 kinds by factor decomposition method. According to the carbon dioxide emission coefficient of IPPC, the relevant data of carbon emissions in Shandong Province are estimated. Through research, it is found that the total carbon emissions of Shandong Province in 2012 were 451 million tons, ranking first in the country, and 4.49 tons of carbon emissions per capita, ranking fourth in the country. Secondly, using energy intensity as the index of technological progress, using panel data to measure the carbon emission elasticity of the technology effect, the result is 0.85955.That is, the carbon emission intensity will decrease by 1, and the total carbon emission will be reduced 0.85955.It has a strong inhibitory effect. Then LDMI decomposition was used to measure the effect of technical effect on the absolute amount of carbon emission. From 1998 to 2012, the per capita carbon emission increased only by 10.5838 tons, and the technological effect reduced the per capita carbon emission by 8.6856 tons. Finally, this paper puts forward some policy suggestions for the development of low-carbon economy in Shandong Province from the point of view of technological progress, including low-carbon technology development planning, low-carbon technology innovation, research and development and realization, and so on.
