陕西省劳动力资源与产业结构优化的研究

【摘要】:改革开放开启了中国经济增长的比较优势的大门,劳动力持续大量供给和农村剩余劳动力的转移推动了经济的持续增长,西部大开发同样为陕西省带来了千载难逢的发展机遇,自2004年沿海地区出现的“民工荒”现象以及陕西省劳动力的大量涌入足以说明劳动力与产业结构优化的关系与矛盾正逐渐显露。可见研究劳动力因素对陕西省产业发展以及经济的影响具有一定的实际意义。 为了全面分析劳动力因素如何作用于产业结构,如何影响地区产业发展,本文把劳动力分别从数量、质量、成本、结构等角度考察了其对产业结构优化的影响路径和程度。本文运用定性方法描述并利用各种模型分析了劳动力数量、质量、转移、配置与产业结构优化的内在影响机制。接着按照时间顺序,通过年鉴数据分别从三大产业之间、陕西省地区之间的产业结构以及产业拉动率这三个方面对陕西省产业结构优化及其在这过程中对陕西省劳动力资源的状况进行了现状研究。最后基于劳动力要素和产业结构的内在联系,从劳动力就业、劳动力流动情况、劳动报酬、劳动生产率四个方面对二者之间的关系进行了数据统计。 在实证方面,本文运用时间序列分析,以及两阶段最小二乘方法对陕西省劳动力市场和产业结构变动的相互影响做了全面的实证研究,并通过借鉴AminMattoo模型以及根据地区实际情况,将人力资本及其分布结构对三大产业进行了回归,引发了人力资源推进产业结构优化问题的研究。最终得出这样的结论:劳动力市场与产业结构优化是相互影响的,所以可以通过产业和劳动力的聚集与分散效应,实现劳动力市场完善与产业结构优化的协调发展;另外代表劳动力质量的两个方面(人力资本存量水平、人力资本结构)均对产业结构优化有一定的作用。
[Abstract]:The reform and opening up has opened the door of the comparative advantage of China's economic growth. The continuous supply of labor force and the transfer of surplus rural labor force have promoted the sustained economic growth. The development of the western region has also brought a once-in-a-lifetime development opportunity for Shaanxi Province. The phenomenon of "labor shortage" in coastal areas since 2004 and the large influx of labor force in Shaanxi Province show that the relationship and contradiction between labor force and industrial structure optimization is gradually revealed. Therefore, it is of practical significance to study the influence of labor factors on industrial development and economy in Shaanxi Province. In order to analyze how the labor force factors affect the industrial structure and how to affect the regional industrial development, this paper studies the influence of labor force on the optimization of industrial structure from the aspects of quantity, quality, cost, structure and so on. In this paper, the qualitative method is used to describe and analyze the internal influence mechanism of labor quantity, quality, transfer, allocation and industrial structure optimization by using various models. Then according to the chronological order, through the yearbook data from the three industries, In this paper, the industrial structure and the industrial pull rate of Shaanxi Province are studied in three aspects: the optimization of the industrial structure and the current situation of the labor resources in Shaanxi Province in the process. Finally, based on the internal relationship between labor factors and industrial structure, this paper makes statistics on the relationship between labor force employment, labor mobility, labor compensation and labor productivity. In the empirical aspect, this paper makes a comprehensive empirical study on the interaction between the labor market and the industrial structure changes in Shaanxi Province by using the time series analysis and the two-stage least square method. By using the AminMattoo model for reference and according to the actual situation of the region, the human capital and its distribution structure are regressed to the three industries, which leads to the research on the optimization of the industrial structure of human resources. The conclusion is as follows: the labor market and industrial structure optimization influence each other, so we can realize the harmonious development of labor market perfection and industrial structure optimization through the agglomeration and dispersion effect of industry and labor force; In addition, two aspects of labor quality (human capital stock level, human capital structure) play a role in industrial structure optimization.
