庄河市沿海经济带发展战略研究

【摘要】：庄河市处于辽宁省和大连市“V”字型海岸线黄海北岸的中心地带,地处大连和丹东两市中心位置,与日、朝、韩隔海相望,区位优势显著。是最有发展前景和辽宁沿海经济带的区域发展空间。随着东北地区经济快速振兴,庄河市是大连市地域面积最广的县级市,在全面开发开放黄海北岸的战略中取得了重要的成就,正在向中等生态型海滨城市的目标阔步前行。庄河市沿海经济带目前呈现出的特点以及对经济发展的影响,已经引起了相关部门的高度重视,研究庄河市沿海经济带发展的问题迫在眉睫。 本文通过查阅资料和实地调研等方法,以庄河市沿海经济带为研究对象,通过对庄河市沿海经济带发展现状进行梳理,找出庄河市沿海经济带现阶段发展过程中存在的问题,并运用SW0T分析方法,深入分析现阶段庄河市沿海经济带发展所面临的优势、劣势、机遇和挑战,结合庄河实际,提出庄河沿海经济带战略定位：依托大连,立足东北,面向全国,走向世界,发挥沿海区域的区位和资源等独特优势,通过统筹规划,重点开发,整合资源,产业协同发展,逐步建成体制机制新、开放程度高、牵动作用大、竞争实力强的生态宜居型沿海经济带。以此战略定位为前提,提出战略方案以及战略实施措施提出自己的看法。
[Abstract]:Zhuanghe City is located in the central area of Liaoning Province and Dalian City along the "V" coastline of the northern coast of the Yellow Sea. It is located in the center of Dalian and Dandong. It faces Japan, North Korea and South Korea across the sea and has obvious geographical advantages. The county-level cities with the widest area have made important achievements in the strategy of developing and opening up the northern coast of the Yellow Sea in an all-round way, and are striding forward towards the goal of medium-sized ecological coastal cities. The problem of the development of the sea economic belt is imminent.
By means of consulting data and on-the-spot investigation, this paper takes the coastal economic belt of Zhuanghe City as the research object, combs the current development situation of the coastal economic belt of Zhuanghe City, finds out the existing problems in the development process of the coastal economic belt of Zhuanghe City at the present stage, and uses SW0T analysis method to analyze the development of the coastal economic belt of Zhuanghe City at the present stage. The advantages, disadvantages, opportunities and challenges faced by Zhuanghe River coastal economic belt, combined with the reality of Zhuanghe River, put forward the strategic positioning of Zhuanghe River coastal economic belt: relying on Dalian, based on the northeast, facing the whole country, going to the world, giving full play to the unique advantages of the location and resources of the coastal region, through overall planning, key development, integration of resources, industrial coordinated development, gradually build a new system and mechanism. The eco-livable coastal economic belt with high degree of openness, strong driving force and strong competitive power is proposed. On the premise of this strategic positioning, the strategic plan and the strategic implementation measures are put forward.
